and even with these expenses still made a profit for themselfs and stockholders. I would
like to own my own business and have my customers reimburse me for every dime I spent to
enlarge and expand that business. Wouldn I t that be great for all businesses. But it
seems that the utility companies are the only ones who fall into this category. And the
real shame is that we, the customers, can t shop around and find another utility company
for some competetive rates.
Other companys increase their size to serve more customers and this inturn increases their
income, and we do not see our cost go up when they do, its only when the utility company
increases their size that we the customer are the ones that end up paying the cost.
The new this morning stated the increase would be about $14.00 per month, I am retired and
my cost of living was 2 percent. Let me put it this was, say my increase is $20.00 and the
get $14.00 that leaves $6.00 now take away from that the incease of car fuel, heating fuel
now you do not have an increase any more it beome a decrease in income. Please think of
all the fixed income people when you grant their request.

Comment = descriptIon: a customer of Idaho Power, I support the PUC recommendations to
limit the Idaho Power 3.06 percent rate increase and am against the 17.7 percent rate
Idaho Power is requesting. While it may be legal, it is unethical to expect consumers to
pay for club memberships and others where funds are manipulated for lobbying (Edison
Electric), fund legal costs for improper energy trading, and other similar expense items
that Idaho Power wants to pass on to it's customers.
Perhaps it is time to pass the expenses to the stockholders since "Idaho Power isIdaCorps. . . . remains the largest source of revenue for IdaCorp." Usually before passing on
profi ts to stockholders the expenses must be deducted from the income. I think the
citizens of Idaho and the United States have had enough of corporate/government creative
accounting that places the burden on those least able to absorb it. It also may be
important to review salaries of the top executives as a means of reducing expenses.

Comment = descriptIon: am a conserned unemployed mother who is struggling to make it with
Power rates as high as they currently are. I have both Gas and Power at my residence, and
had to claim child for the winter months to avoid disconnecting of both these services. I
have had to pay Idaho Power $350.00 over the course of the past three months consumption
and would have to pay Intermountain Gas approx. the same amount. This proposal would have
increased my bill to over $420.00, an amount that I could never have payed up within three
months time. Please reconsider the proposal amount. With the economy in a crunch and
jobs scarce I fear the only good to come from rate hikes are newly the lined pockets of
top officals of Idaho Power.

Comment description: Your staff is doing a good job of keeping the Idaho Power s request
within context and their recommendations are excellent. I see no need for increasing the
customer service charge. That is paying for something we do not receive a benefit for.
No pre-paid pension costs should be allowed! No incentive pay plans should be included in
our rates. Their employees are paid sufficiently and such payments almost seem like a
bribe to insure work they are already paid for. The staff is correct in disallowing the
charges for legal costs involved in the IdaCorp situation. Why should us rate payers bailout their errors? As to the Arid Club memberships, there is no justifiable reason to
include this. Idaho Power has a monopoly. You, the commission , owe us rate payers and
tax payers who pay your salaries the duty of keeping our costs low. All dues and
donations should be eliminated from the rate base. In effect us rate payers are paying
for Idaho Power s non essential needs. If their employees want to donate, that is OK. If
their executives want to join private clubs that is OK if it comes out of their salaries--not out of our pockets. Let the shareholders stand those expenses if that is their desire
but let it not be added to the rate base.
Perhaps this is not part of this rate case but certain other expenses of the power
company should by born by the shareholders and not the rate payers. These being
advertising and the legal and settlement costs of the Twin Falls "stray voltage " case. As
this company is holding a monopoly there is no need for any type of advertising or
sponsoring any radio or TV programs at rate payer I s expense. What little information they
need to transmit to us the customer can be done a little expense to them in our monthly
bill. They do a good job of that. Hopefully you will make the shareholders who elect the
directors who elect the officers pay for the mistakes that they make.
Your staff did not go quite far enough. If they add the above suggestions it will be
much better for the rate payers. Lest you think I am too negative, I will say that Idaho
Power Co. has done a good job over the years by providing us in their service area with
good dependable service. They are to be commended for that and I do appreciate the lowrates we enj oy. Let's keep it that way.
