Basically the workshop was to inform the public about the Idaho Power applying for a rate increase. There was only a small number of the public present. The people who represented the PUC informed us what was happening. I thought it was well prepared and presented with finness. There was a question and answer period in which two of us asked "why Idacorp?" The gentleman who answered us said , " It was the Idaho Power stock holders who wanted Idacorp in order to branch out and do other things. This answer does not hold water. The information that I have is, just like Montana Power and the California Power, Idaho Power was required by the federal power commission ruling to go through a process of dividing its property so the one who produces the kilowatts did not transport or sell the electricity produced to the public. I do not like to be informed incorrectly by people in the know. As a concerned citizen, I would like to be informed correctly in what is happening. I feel we do not want to have the same things happen here in Idaho as it has happened in other states. 1 also would like to know in a simple and truthful fashion how much it costs per kilowatt hour to produce, transport and provide service to the customer. Rate per kilowatt hour should be shown for all customers. I for one, am against any raise in rates for the Idaho Power Company. As I said in my other letter, and I feel stronger now, a grand jury of well informed citizens should investigate fully. If the P.u.c. is not involved in the skullduggery that I feel has happened they will inform the governor that he should appoint such ajury. ... There are several other questions about Idacorp and Idaho Power that need to be answered, In particular water rights, mitigation, and public relations. After all of this is answered, I believe rates should be decreased for home owners and small business. I would like very much to talk to the PUC and Idaho Power again. I am not against proper rate raises if justified, but I feel at this time it is wrong. If the rate increase is given, I feel an investigation is more important than ever.
