Dear Commissioners
My family and I operate a 360 acre furm east of Filer, Idaho. Our operation is a true family farm.
My wife and I and two sons, ages eleven and seventeen, do the vast majority of the farm work without
any hired help. We enjoy the lifestyle we have chosen and feel the need to do all in our power to
protect it. We view the proposed Idaho Power application to increase Base Power Rates as a threat to
the stability of our operation and the many others like it throughout the State.
Two years ago we installed a sprinkler system on a hilly area of "highly erodible land" that irrigates
approximately one-third of our farm. We funded the project without aid from any government
program. The project is part of our effort to reduce the sediment load entering the Snake River from
our farm.
I recalculated our power bills for the months of May through September of2003 using the proposed
increases and was shocked to see that our power bills for the sprinkler would actually increase an
average of thirty-two (32) percent. The proposed fifty (50) percent increase in the Demand Charge
appears to have the greatest effect on our recalculated power bills. The proposed one hundred forty-
eight (148) percent increase in the Service Charge also seems excessive.
Any increase in power rates will adversely affect agriculture. Please remember that we are not able
to pass cost increases on to those that purchase what we produce. An adverse effect on agriculture will
have a negative economic impact on our rural communities and even cities the size of Twin Falls. I
am therefore asking that you carefully consider the effect of this proposed rate increase on all of us.
