Complaint description: Concerning IPC-E-03-13, increasing the monthly Idaho Power rates, I
am totally against this. Most people have not received any cost-of-living increases in
their salaries for a few years, and we are all hurting. To raise your rates
significantly, will hurt most people, including all the retirees who are on a limitedbudget. PLEASE do not raise these rates.

Comment description: PLEASE, NO MORE RATE INCREASES. I am 64 , disabled and on Social
Security. My wife is 67, on Social Security and still works for the YMCA Childcare
Program. We have been raising our 17 year old granddaughter for over 6 years. Our budget
CAN NOT continue to assaulted by the power company s rate increases.
Tell them to stop spending so much money advertising and printing and mailing propaganda
and use that money to help their budget. They are the only game in town. Why do they
need to advertise????
I am sure if they tighten their belts as tight as we have had to they wouldn t need a
rate hike for about 20 years.

Comment description: I sending my opinion a about the proposed rate increase. While I
understand that costs increase, I am very opposed to an increase based on the demand
coming from other states. It appears that the other states that we send our water to have
no incentives whatsoever to conserve and we are paying for thier irresponsabili ty. Why not
charge the other states higher premiums to cover the costs associated with improving our
electrical grids? Why not charge the other states additional taxes with incentives for
conservation to cover the costs of supplying them with OUR electricity and water. Make
conservation a priority and I will gladly pay the new charges.

Comment description: I do not agrre with the way Idaho Power wants to raise our powerbill
by almost 20%. That is a big change from the current rates. Why can t they not raise the
rates gradually? I hope this high rate increase will not be approved. The same goes for

For the record I want my voice heard on this issue with regards to Idaho Power wanting to
raise monthly power rates by almost 20%:
I am asking you the IPUC to DENY them this request as they posted a profit from this last
quarter and have no reason (other than the greed factor) for wanting to raise the power
rates. As you know these are tough economic times for thousands of Idaho families and
every dollar taken away from them because of increased utility rates cuts into their
ability to provide for the basic necessities of their families. PLEASE DO THE HONORABLE
THING SINCE THE POWER IS IN YOUR HANDS - FOR WE THE PEOPLE OF BOISE AND ALL OF IDAHO
CITIZENS AND DENY IDAHO POWER'S REQUEST TO RAISE MONTHLY SERVICE FEES! We will be watching

am a single parent with a daughter at the U of I. It has been a struggle for many
years. . . as a state employee, no raises in 3 years and no COLA I S or short COLA's for many
years prior to that. Since 1989 I have averaged a 1.5% annual increases. With interest
rates as low as they have been I would think that any dept the utility company had was at
the very least refinanced. You just make me angry; we have families with loved ones in
Iraq and lay-off' s and company closures in the private sector due to greed andcorruption. . . can t you run a tighter ship like the rest of us?

businesses are just coming back from a recession. Idaho Power needs to be more prudent in

Comment description: Idaho Power has submitted a proposal to increase electricity rates
19.9%. In addition to that, Idaho Power wants to increase its monthly
service charge from $2.51 to $10.00. The highest electricity rates are
paid by residents and small businesses.
This is a total fleecing of the customers and the reason for the cheap power is a trade
off for Idaho Power using the dams that are blocking the salmon runs. Vote no to theincrease.

Comment description: I oppose the increase proposed of 19.9% in addition to an increase
in basic charge from $2.51 to $10.00. This is an outrage with the cheap power they obtain
from use of all the hydroelectric dams. If this increase goes through we will start

Comment description: As a recently retired Sr Ci ti zen, of course, any additional
necessi ty costs are not welcome. Especially since IPC seemed to have
a rather decent profit last quarter.
However, as a stockholder in IPC, I don I t want to see them lose money. Is this rate
increase to help pay for new generating proj ects and are they necessary. One would hope
they would have more advanced input before sinking money into a controversial proj ect like
the failed one in Middleton.

keep costs down they should layoff the advertising campaign. It I S not like we have a

Comment descriptIon: We just received the notification of Idaho Power I s request for a
permanent 19% residential rate increase with our electric bill a few days ago. And I have
perused with interest the various filings posted on this Website regarding the request.
The literature provided by Idaho Power would seem to indicate that they have invested
millions of $$ in new infrastructure and transmission facilities. This is all well and
good, however, nowhere do I see mentioned the substantially increased revenue income
stream literally generated from these capital investments. The increased revenue from the
new user accounts should naturally be adequate to reimburse Idaho Power , over time, for
these system upgrades.
There should be no necessity for Idaho Power to seek a crippling rate increase when there
is so much new growth in Idaho already paying for the additional generating capacity.

I am writing encouraging you NOT to adopt the rate request that Idaho Power seeks. Their
proposal is downright unfair to all users who depend on their company to heat their homes
in the winter and cool them in the summer. The rates will go up almost 19%. If adopted,
it would be the biggest increace in power bills that has ever been approved, many families
would be struggling to to adj ust to this expanding bill. Furthermore, the plan to charge
more for summer usage seems to be unequitable. With Idaho s summers rountinly reaching
100+ degrees, why would we allow Idaho Power to take advantage of the situtation and
charge execcisvly more than what is needed? Furthermore, they are advertising this as
recovering costs from their investments Why are we held responsible for investemnt
actions they take? Shouldnt their investments be with their own profits, not a monopolygranted to them by a rate increase on the customers? Small businesses would also be
signifigantly hurt by this, as the bulk of this incease rests on their shoulders. Given
that small business employs most of Idaho, this rate increase seems a bit ill timed. A
moderate rate increase of 2-3% would be acceptable. But 20% is WAY ouyt of line,
exspecially when its done in the name of "recovering investments . We shouldnt have topay for arbitrary investment devisions they make. The rate increase is not right for
Idaho, please vote it down.

Dear Commission members;
I am writting in reguards to the new rate increase that Idaho Power Company is requesting. I am
having trouble understanding the reasons that they are giving to the public by way of adds on
; Namely; They say that because of the need to build more tranmission lines, and install more
meters, and supply more costumers with power, they need to increase the rates to pay for these
projects. What ever happened to the fact that when they get new customers and have to supply
them, they are being paid greater revenues for doing that by those new customers. I know for a
fact, they require the individual requesting power to pay up ITont for any required additional
lines, transformers, meters, and other reqired system improvements, and added items for their
service to be installed. My question then is; Why are they in need of futher payments and
reimbursement for this work, if the customers that they need to build it for are already paying for
it to be built? Years ago, when the power companies installed the systems, and services in many
cases without up ITont payments, I could understand the need to make the increases for those
reasons, but not now. Am I not understanding something here? I am aware that ITom time to
time, as expenses go up they will have to get some rate increases, but I'm just not buying into the
reasons for this one. I think that it is a scam, and the last increase should do them nicely for
awhile, and I don t mean a month or two.
