I was recently told that Idaho Power has submitted a proposal to increase electricity
rates by 19.9%. In addition Idaho Power wants to increase its monthly service charge from
$2.51 to $10.00. This winter my wife and I are expecting our first child. This new
addi tion to our family will add to our monthly expenses. We have had to come up with
creative ways to manage our expenses without increasing our debt or making more money. We
tightened our monthly budget by cutting out unnecessary expenses. With the increase that
Idaho Power wants my wife and I would have to try to find something else to cut. There is
very little money left in our budget to spare. Idaho Power needs to be realistic; a 20%
increase is out of this world. My wife and I have seen our other expenses such as gas,fuel, insurance, and food increase monthly but we have not had an increase in pay in over
three years. I understand that Idaho Power has addition expenses and would be willing to
pay for a small increase such as one to three percent. We feel that poor planing on I
Idaho Power s part should not constitute an emergency on ours. Please rej ect Idaho Power
rate increase proposal.

large business is only 15%. I own a small business and I support 8 families. It is
difficult to make my business profitable. This seems like just one more way to add to theburdens carried by most small businesses. I would like to see the increase split moreevenly. IN addition, Idaho power is proposing to increase the monthly service charge from50/month to 10. OO/month. This is over a 400% increase! Again, I don I t think that small
businesses should have to foot this much of the burden. Changes of just a couple hundred
dollars are felt very deeply by small businesses. A jump from $30 per year to $120 per
year mean the difference from buying a new piece of equipment or waiting another year.

I am a homeowner and small business owner in Hailey, and recently heard about the proposedincreases. The low profile of this case is very troubling, given the sharp increase all
consumers will experience if it is permitted. I do not see why Idaho Power should make
such a request except for the impending Mountain Home plant issue. Please support yourci tizens by denying this application and, if necessary, urge further public debate to

Complaint description: The price hike that Idaho Power is requesting is outrageous. We
are looking at a 18-20% hike in rates. That is in attition to a base charge hike ofalmost 400%. These are unreasonable demands. We have no choise but to pay because there
is no other power company. I would like this monopoly to stop and if the rates will go
up, give us more options in power companies. If a store charges too much, I shop at
another store. Lets make Power competati ve to protect the consumer.

electricity. From what I understand the rate is increasing by 20% and the flat rate willjump by $7.50 a month. I feel this is way too large of an increase at once. Electric is
our primary source of heat and we are on a fixed budget. This will be a very difficult
increase all at once and needs to happen more gradually. There has also been very little
publicity on this case and I still fail to understand why Idaho Power feels to make such a
drastic increase in rate at this crucial time of year of increased enerygy need. In the
least, this increase needs to be phased in over time. Please take this into consideration
in your decision.

Increasing the rates and especially the service charge significantly will have a major
affect on many residents and businesses throughout southern idaho. I don t think this is
the way to go in order to best serve the residents of Idaho. If service charges are
increased from $2.51 to $10, will the quality of our service also increase in the sameproportion? Ooes this increase have significant benefits for our environment and for moreefficient energy use? If the answer to those questions are "not necessarily" orperhaps," then the rate hike should be denied. If the answer is a resounding "yes " then
we must consider the long term benefits.

Comment description: With regard to Idaho Powers ' request to raise rates, I would like to
see this request denied or at least see the percentage of the raise reduced to no more
than 5%.
It would be disastrous for a private sector company to suddenly raise its rates or prices
by 17% without actually adding any value to the service or product. Customers wouldsimply buy elsewhere. Unfortunately, in this situation it is not possible to shop
elsewhere and we must rely on justice to protect the consumer from unreasonable priceincreases.
Ask Idaho Power to do some internal looking for extra dollars, the rest of us have to.

Comment description: I recently found out that Idaho Power is planning to increase itsrates this month. Raising the monthly charge of 2.50 to 10.00 is too much for residents
and small businesses. These added costs need to be passed on to the large businesses that

We presently have multiple accounts, and as you can imagine we cannot make fultime use of
all of these facilities at the same time, but their proposal to increase the service
charge will have a maj or impact over the course of the year.
In closing I would also like to say. What happened to the proposed rate reduction that
was promised last spring? I may be off base, but I have not seen that in any of ourbills. For them to promise a reduction, not deliver, and then turn around and say they
need a hike leaves me baffled.
Please register this as a complaint in regards to the proposed rate hike.

Comment description: I am against' the proposed increase by Idaho Power. This increase is
in too large of an increment to occur at once. Perhaps the increase could be added over a
number of years? A budget, whether; by a business or a consumer, is always planned in
advance. Pay raises are given in small increments and so should the proposed rate
increase. It would be easier for those on fixed incomes, as well. After all, even our city
budget is figured annually.

schedules are reviewed it appears the hardest hit is the small business! What sense doesthis make? Being a small business owner we have to struggle to make ends meet, and when
every penny can make the difference between profit and loss rate increase such as this do
not help the Idaho economy.

increase in the Customer Service Charge.
wi th Idaho Power Company recouping the increasedrate increase. I do however, object to the 300%
As outlined in news releases, television commercials and the recent mailing by Idaho Power
Company, the purpose of this increase is to cover costs of distribution of power to new
development over the past ten years, and to provide meters, reading of same and billing to
those new customers.
It seems unfair and illogical to saddle current ratepayers with the costs that should be
borne by new development. New service connection fees should be instituted to shift the
burden of new development to those who benefit.
I would not mind helping IPC recoup their past expenditures if I knew that future
development would not place further burdens on ratepayers. The current arrangementamounts to no more than a subsidy of residential and industrial developers.
