Comment description: I was just notified of the rate increases for Idaho Power customers
and am upset by this for a few reasons. First, we received no notification whatsoever of
the 10 Power s intention to hike up the rates (at the start of winter no less!), and a 20%
increase will leave thousands shivering until spring. 10 Power is trying to trap us into
complying, which is downright predatory in a time when winter is bearing down on us , work
is hard to find, and companies, like 10 Power, aren t prepared to pay livable wages.
Utilities are a basic need, and our right to them is being usurped by cold, calculated,
corporate greed. Normally, I'd drop them as quick as I did VISA and Qwest for their
policies of duplicity, but as 10 Power well knows, our options are limited here in urban
Boise. I would support an equitable rate increase if that reflected the use of renewable,non-extractive energy sources, but since 10 Power is unwilling to extend itself, why
should the burden fall on our shoulders. A 20% increase is unjustifiable. Where is the
money going? Are they selling so much energy to CA for irresistable profits that there
isn I t enough energy to go around locally? Please preserve the quality of life here and
don t let us get hijacked. There s enough trouble in the world right now. Take a stand.John Scripps

Comment description: I want to express my opposition to Idaho Power s request to
incerease utility rates by upwards of 19% for residential customers and to express my
opposi tion to the proposed rate increase Idaho Power is seeking in general. This is a
highly exorbitant increase. That will result in a next increase in my power bill of
upwards of $50 per month. I have not nor will I ever receive a salary increase of 19%.
The most I have or will receive is between 2 and 5 percent and after taxes it is about .
to 2 percent increase. That does not even cover the cost in gasoline fuel. I do not know
how Idaho Power can expect me or hundreds of thousands of other customers to cover thisincrease. Those on fixed incomes have no way to cover this increase.
The PUC should dney the rate increase.

I have been informed that Idaho Power has proposed an increase in their rates and
monthly charge. The proposal is unacceptable. A (roughly) 20% increase and $10 surcharge
would make all residential power bills skyrocket. Especially in places with electric
heating, as the winter is coming on, this could be a debilitating choice for some
families on your part, if approved, and on the part of Idaho Power. Please put your foot
down about this and let them know that we won I t tolerate their abuse of power and monopolystatus.

400% increase in its service charge. Idaho Power recently agreed to a fine in excess of
$80,000 to resolve charges that it,; engaged in Enron-style criminality during what we now
know to be the manufactured energy "crisis " in California. Please do not encourage futher
wrong-doing on their part by rewarding Idaho Power for its corporate criminality. Even
were it innocent of any crime, an increase of this kind is incomprehensible even under the
best of circumstances. In the present economic climate, their attempt to engage in this
kind of price gouging would be laughable were it not so insulting. I am counting on the

not do this! Our family has alrieady made huge efforts to cut back on our energy usage.
If this rate increase occurs, we and countless others will have to cut back even more on

Comment descriptIon: I contacted the IPUC about the case IPC-E-03-13 based on inaccurateinformation I had receieved about ,the 19.9% and plus a $7.50 Service Fee increase. It was
pointed out to me by Gene Fadness ,that this isn t the case and the 19.9% increase includes
the $7.50 service charge.
If I may I would like to take a moment to sound off about the 400% increase in servicefees. It is perplexing to me, a systems engineer and small business owner, what a company
does to increase the cost it takes to serve their customers by 400%. In the capitalist
world any CEO whom reported to his board that a 400% increase in service "costs of goods
would be promptly fired.
In these times of technology and information, it seems to me that the process of servicing
a customer should be perfected and should nearly be a null cost at this point.
However, Idaho Powers cost of service increased by 400%. Am I missing something? Maybe
am. .. But just maybe, Idaho Power has found away to increase revenue on a metered scale.
Most organizations upon discovering that their power bill would increase by 20%, would
decrease consumption by a significant amount to counter-act the increase. Under the
increased service charges this would not be possible.
I feel it is imperative that the IPUC considers how this unavoidable "service fee " hike
will affect the recovering but tattling economy. I can only imagine how this will affect
cost of food, water and life sustaining resources.
I reassert my urge to vote NO on this rate increase.

I want to express my concern over the rate increase proposed by Idaho Power. The monthlyservice charge increase ($2.00 to $10. 00) proposed is a 398% increase of the service
charge rate!!??! If any other company in the business world had a cost of doing business
increase of 398% they would no longer be in business. This equates to highway robbery by a
company that has a strangle hold on a market place. This price increase is not an
elictricity increase, this will effectively increase everything for everyone. It will not
only increase electricity but "WATER" also, which will increase everything from gas to
groceries. Please consider not allowing this price increase to hold all Idaho power
consumers hostage.. The income gained by this rate increase will be roughly 7.5 million
dollars a month if each person in the state of Idaho paid the monthly service charge. UMTHATS WRONG! !!

Prices go up everywhere and the cost of living allowance at decent work places is of maybe
3% a year. How can we afford to heat or cool our families when there is never a balance
between businesses like you and many others and how much we make at our places of work.
It is always a catch up situation. Why is it that the Power Company has not thought of
ways to use solar panels, sell them for an affordable price and maybe our resources would
last longer and people would not have to spend so much money on such a crucial need.
It is very upsetting when such a change is given such little attention in order to not
