should rise or fall in correlation with the amount of energy they use. I feel the service

by 19.9%. In addition to that, Idaho Power wants to increase its monthly service chargefrom $2.51 to $10.00.
This is an enormous rate hike, particularly in these difficult economic times. The
economy is improving, growth is rampant in Idaho, however things haven t trickled down
yet, and most residential and small business families like myself can t afford thisincrease. For my family during the winter when we heat with natural gas it would
effectively double our power bill when you combine the 19.9% with the service charge.
In a free economy, ie de-regulated utili ties and a competi ti ve market, for someone to
double my bill for services rendered they would need to double my services rendered or the
inflation rate would need to double. I haven t seen either of these things happen.
Please say NO to the Increase on IPC-E-03-13.

I believe that Idaho Power Company has acted inappropriately in the past. I have heard in

they were imitating Enron where they sold power and then bought it
back at higher rates! This is not a positive situation.

Comment descriptIon: I feel that Idaho Power is not being honest with their billing. I
don I t see how I pay $80 each month for July and August when we were on vacation and theair-conditioner was NOT ON, and no lights were in use. However , in the fall and winter
with Christmas lights and the heater going, the rates go down, yet the cost get's more and
more year after year. There is absolutely no need for any rate increase as Idaho Power is
making more than enough right now.

Idaho Power Company should not be given such an outrageous request for increased rates --

I forgot to mention something rather important

once again Idaho Power Company proposes
to raise the rates only of residents and small businesses while allowing Micron , HewlettPackard, and other large businesses to be exempt. If anything, it is the large businesses
who impact and increase the need for additional power plants which results increased powerrates. It I s time to charge the real users and abusers.
Thank you for taking time to read my messages. I urge you to deny this unprecedented rate
increase and to hold Idaho Power Company to the fire.

Comment = descriptIon: I don t have a case number , but this is regarding Idaho PowerCompanys unprecedented request for an outrageous rate increase of 19.9% with anadditional increase of its monthly service charge to $10 (a nearly 500% increase).
It wasn t long ago that Idaho Power Company bragged about lowering their rates and
benefi ted from the publicity about that. Evidently that was just a ploy to get some goodwill so that this huge increase might look more reasonable.
I have a friend who works at Idaho Power Company who knows that the past rate increases
directly resulted in HUGE bonuses to Ida-Corp workers. Idaho Power Company (through IdaCorp) was as guilty as Enron in making money through the selling of power and buying it
back at higher rates and passing that cost on to the consumer.
It's time to stand up to Idaho Power Company and hold them accountable. Perhaps the PUCcould set policy that no increase of over 5% per annum would be allowed. A gradualincrease would certainly be fairer to consumers than this huge increase.
Also, it seems likely that a new power plan proposed to be built in Mountain Horne might bethe impetus behind this rate increase. If the need to raise rates if not tied directly to
the cost of power , but is instead based on capital development, the increase should not approved. Perhaps Idaho Power Company needs to be audited to find out what funds are
available for development.
Please deny this rate increase and hold Idaho Power Company accountable
for its actions.

power should charge developers for the cost of new services not existing customers. Also
any rate increases should go to la~ge power consumers. They should be paying a higher
rate than residential users as that will give them an incentive to invest in more

Complaint description: I just received an email stating that Idaho Power will be raising

Wi th the down turn in the economy, money is tight for many people. My main complaint is

I received my electric bill and read the notice of application to increase rates. I am
opposed to this rate increase. I work with farmers and ranchers throughout eastern Idaho
and Idaho Power has priced their hookup so high that several cooperators are turning to
al ternati ve power sources. Throughout several proj ects and business developments it seems
that electrical charges are the most prohibi ti ve cost. It appears to me that the
residential, commercial and irrigation customer groups are subsidizing the industrial
group. I think the IPUC should make this a more fair and equitable rate table. Farmers and
ranchers are facing drought and a 25% increase in electric rates would certainly create an
extreme economic hardship. I understand that their costs have increased since 1993, but
Idaho Power is far from running a lean mean operation. When other businesses and
government agencies have had to trim and make cuts to survive they continue to allow their
employees to drive vehicles home for personal use. This type of management makes me wonder
what other mismanagement is occurring and should be looked into by the IPUC. I think the
rate increase is too much to ask their rate payers to accept. Perhaps they have asked for
a 17% increase, hoping that IPUC will approve about half that rate. I urge you to deny
their requests and investigate their management. Thank you once again.

for the large increase, but as a 41 year Boise native, my desire to see the city s growth
controlled and the usage of impact! fees for recovery of these " investments " and
inflationary impacts " has gone unanswered. I do not want to be the default subsidizer for
more suburban sprawl or industry cost shifting. I've walked the walk by reducing my
monthly usage down to around 300kw and I even participate in the Green program because I

This is a letter of protest about ,the electric rate increase and sevice charge increase
proposed by Id. Power. This is absolutely criminal since they spent thousands of dollars
on a media campaign over the last year telling us what good guys they were for lowering
the rates. You can t let them get away with this. I can understand a service charge
increase for accounts that do not use much power like an empty shop or building where the
owners want to keep the power on.
How can they have a ten dollar service charge when we don t have a choice of who we want
to buy power from? What kind of service will our $10.00 get us?
