Comment description: Correct me if I'm wrong, but , isn t this utility currently
receiving a temporary rate increase under the guise of draught , or water short year? And
contrary to their media propaganda , when you build a new home or whatever , doesn t the
consumer have to buy their power meter and line into the property? And aside from the
licensing costs of the dams and power stations they operate , we as the state don t charge
them for the use of our natural resource (water right), do we?Until I'm proven to be grossly in error , I'm profoundly against any rate changes for
this utility, unless it's a reduction in rates. My feeling applies to base rates andtemporary rates.

Comment description: I wanted to comment on the price rate increase that is currently in
the process of being implemented with the power companies. I and my family cannot affordfor the price increase. A increase would cause a1ot of good poep1e to go without heat or
go into a debt that they cannot payoff fast enough for the power companies. Federal
assistance for many is not an option. If a low income couple work and don t have kids in
residence they don t qualify. Assistance is not for helpful for those who will need it
wi th the increase. Is the Federal government going to help more people than usual with
their utility debt or is it going to be the same?
The overall picture for rate increases is a dismal one and from the past raises to now I
have seen poor jugement and poor budgeting by the power companies. They send out Ads in a
vein attempt to try to make the people feel good about what they are doing. It is not
working and they should use that asvertisement money to bail themselves out of their
quandry. I believe that a cap should be placed on the rates. The wages of the average
American Citizen did not go up by 4+% and I for one did not get a raise this year but
instead had to pay extra out to insurance. The rate increase will be setting up families
and power businesses for failure and if you don t see that now then it is a shame. The
cost in attempting to recover back debts for the power companies will increase and the
amount of debt owed by families will swell to enourmous amounts. I do forget though that
Power companies have most of the people over a barrel. By simply telling people to payor
go without , a necessity that supports life of any quality. I have been down in the low
and unfortunate class before. If a person believes Power companies don t tell you to pay
or your family and kids can go without heat think again. They get down right ruthless and
want their money reguard1ess of how things are and wether you eat or not.
I can only hope that enough people contact you and let you know that they fear for there
loved ones who are not fortunate enough to have really good paying jobs. I for one do not
wish to see my parents , brother and his family, parents in-laws and others go without due
to some poor judgement on behalf of a business and its management.

Comment description: Irrigation rate increase request: While IPC likely deserves some
increase in irrigation electric rates , 25% at one time is unacceptable. IPC should be able
to better anticipate or gauge revenue vs capital investment needs to determine rate
increase requests before they reach a critical mass of 25%. This kind of a hike will work
severe hardship not only on primary irrigators such as me , but those downstream of me who
will have to pick up my extra costs for pump power. At some point , the cattlemen who
seasonally lease my irrigated grazing land will not be able to bear the increase. Hence
all of us will be out of business.

Comment description: Once again Idaho Power is asking for a Rate Increase to help themrecover costs from capital improvements. I would like to know when does the home owner
get to recover costs? I live on a fixed income , when the power rates go up something else
has to suffer. This has to stop. We don t have a choice where we get our power from.
Idaho Power needs to learn to live wi thin it's means like everyone else.

Comment description: At this time , I don t support any rate increases for Idaho power
because:
1. Millions of $ in top level executive "bonuses " Recently the SEC chairman resigned do to
simi1iar unethical practices2. "Bouncing " or selling electricity from idaho power to Idacorp and back to boost rates
and profits (this practice cost human lives in Calif.
3. The current proposed increases places the brunt on the increases on the middle class
and small business. Large companies need to pay their share4. the costs of expansion will be paid over time by the increase of customers - Idacorp
is greedy and wants to show huge profits for the shareholder. Idacorp and the shareholder
will do fine with moderate profits instead of gouging the consumer.5. lastly, thank you for the forum to make my comments

Comment description: I wish to comment on the Idaho Powere rate increase issue. Idaho
Power continually refers to increased costs of providing power to new residences. Those
people all pay power bills. Why doesn t that cover it? If not , charge them a fee instead
of all the rest of us. I REALLY object to the $10.00 customer fee. I don t mind paying for
the power I use , but almost every bill I recieve now has an additional fee or fees added
just because " to get more money. They should only be able to charge for the product they
provide , not extra fees for a lot of other things. For walking into the back yard once a
month , $10 is ridiculous.

Comment description: I have a few comments on the rate increases being asked for by Idaho
Power. There are many concerns on my part. First off the economy of this area & the
country in general is very bad at the time being, if utility rates are to continue to go
up the economy just gets worse , not better. I think that not only the energy costs that
have risen in the recent past are driving the economy into a slump, but all of my utility
bills have gone up. That's the only thing I'm spending any more $' s on than in the past.
Energy bills may not be all of it but they are a big part of it.
Why do you think the FMC Corp left Pocate11o? It was because Energy costs were too high to
continue running their plant. There goes several thousand jobs , plus however many jobs
were lost because of the hit to the local economy.
What I don t believe is the talk of the additional 100 000 customers cost the Power Co.
more money because of added power1ines , meters , etc. There are another 100 000 customers
paying for the meters & power1ines. Generally the addition of new customers means lower
costs. I know if I had another 100 000 customers my costs for supplies would go up but so
would my profits. Maybe the Power Co. should use some of the profits from these new
customers to pay for meters , etc.
Another thing I noticed are the different rates for summer compared to winter , is this so
the Power Co. can stay competitive with the Gas Co in the winter? What about Summer when
there is no competition? They ll just raise it to a higher rate? Sounds fishy to me! !
I have not received a raise for quite some time at my office. Do you know what would
happen if I asked for one? The answer would be: NO , WE CAN'T AFFORD IT!
m asking you to do the same & tell the Power Co. that we can t afford any raises at this
time. Once the economy of this country gets going then think about it. Breaking the back
of the customers doesn t sound like a good idea to me.

Those of us who use gas heating should not have to unfairly subsidize year-round user
winter power bills. Winter gas user s would have to bear the cost of higher summer
electric power bills on top of our already increased gas heating bill. While year round

Comment description: After reviewing the case presented by Idaho Power , it seems that
they company is asking consumers to shoulder the costs of the company to improve
profi tabi1i ty. I think customers are again being victimized and asked to pay up to make
the company profitable.
I understand the company needs to achieve profabi1i ty and maximize the returns to the
shareholders like myself. However , in this economy other companies are finding ways to
streamline operations to reduce costs and maximize profits. Many of these companies are
reducing headcount , eliminating outdated and un-needed programs , and implementing paycuts. Has Idaho Power considered any of these ini tiati ves?
Once again , I feel the utility companies are seeking the quickest solution instead of
refining their business models to be competitive in tough economic times.

Comment description: Why are our rates going up again. It was nice when they lowered the
rates in May, I thought maybe I could get through the winter without such HIGH bills , as I
incurred last winter. Now I will have to keep my thermostate set at the coolest I can
wi thout my pipes freezing and bundle up in warm clothes so that I can afford to pay their
outragous rates and still afford to get by. Please think of all the people who will be
cold throughout the winter. Maybe one of the higher ups should have to say in a cold
house for the winter.

Comment description: We believe it's unfair that the residential , small commercial &
agricu1 tura1 users have to take the biggest rate increase , when the 1arg commerica1 &
industrial rate payers consume the most energy. With Intermountain Gas ' increase earlier
this year , this puts a tremendous burdon on individual rate payers , just to keep their
homes warm this winter. We hope that the PUC will vote no on the requested increase. With
the annual PCA taking place in May, why did Idaho Power reduce the rates & then now ask
for a hike? Seems like poor planning, that 5 months after they reduce the rates they need
to adjust them up again. Please vote no to this rate increase.
