There are manypeople on fixed incomes who struggle to make ends meet and there are lots of young coupleswho struggle as well. When rates went up last year Idaho Power told us that they would back down by May of 2003 but that the increase was needed at that time to pay for costsincurred due to the power shortage problem thathad occurred..
