RE:Status of Phase One AMR Implementation Plan

Dear Ms. Jewell:
Commission Order No. 29362 directed Idaho Power 'Company to
complete Phase One AMR implementation by December 31 ,2004. Th~ purpose of this
letter is to inform the Commission that, with the exception of approximately six meters
located in the McCall area, the Phase , One AMR implementation was completed on
October 26, 2004. Since that date, all customers included in tHe Phase One AMR
implementation have had their meter usage data obtained via the AMR system.
The six meters in the McCall area still awaiting AMR installation are
associated with properties that have presented access issues. Idaho Power is continuing
to work with the owners of these properties to gain access to the meters; however, for
most ot these properties, the meter will not be installed until the spring when the owners
return from their winter homes.
One ot the lessons learned during the implementation process is that
the AMR technology being utilized tor Phase One is not compatible with single-phase
substations. Consequently, Idaho Power will not be able to install AMR metering
capability tor approximately 260 customers in the Emmett operating area and
approximately 480 customers in the McCall operating area who are served from single-
phase substations. The single-phase substations in these two operating areas are the
Ol~, ~idden Lake, :Tamarack, WarrTl ~ake . S?ott, and Smith's Ferry substati~ns.

areas. In addition , AMR capability Will not be installed at this time fof-'those service
locations that currently have a load research meter installed or tor those service points
that have continued enrollment in the Agricultural Irrigation Service Time-ot-Use Pilot
Program (Schedule 25). Approximately 60 meters in the Emmett operating area and
approximately 50 meters in the McCall operating area fall into this classification.
