I understand the need for a utility company to turn reasonable profit in order to stay in business.But they are a private company responsible to their stockholders.Like every other business in the world they should not be immune to absorbing losses when they make poor decisions.Especially when their parent company,Idah Corp,isshowingsubstantial earnings in the same field.Obviously we cannot turn to an IPcompetitorto secure a lower price so we are forced to turn to you.We therefore ask that you hold Idaho Power reasonably responsible for their losses and not ask us toindemnifythem. While this proposal sounds very enticing,purporting a 10%reduction in rates over three years, there are other factors that I would like to address. This proposal is based on the assumption that our water will return to normal flows.Although we in Idaho have hoped and prayed that this will be the case,there is no guarantee that our water issues have been resolved.If we find ourselves in similar circumstances a year from now,we will most likelybe paying for another emergency rate hike plus the additional revenue bonds. As a consumer,it would make perfect sense to spread our increases over a three year period,but if Mother Nature works against us we will be digging a financial pit deeper than I want to enter mto. I feel that this revenue bond proposal has come from hind sight on the part of Idaho Power. What is reallyat issue is the rising number of consumer complaints to Idaho Power and the PUC concerning the three tier rate payment structure.While Idaho Power should be compensated for buying higher rate wholesale power,the rate structure they have implemented to cover these expenses are unfair.To penalize residential consumers for using the same or even less kilowatt hours during this power cost adjustment period is ludicrist. For the past ten years Idaho Power has paid through commercials to convince us in Idaho, specifically in Magic Valley,that the cheapest and most efficient energy we could purchase would be to have an all electric home.Manyresidents in the Magic Valley have no other alternative for heating other than electricity.To have a three tiered rate paying structure that penalizes the consumer for the very thingIdaho Power has encouraged us to embrace is draconian. I believe that we should pay off our current power cost adjustment without revenue bonds or interest.I also believe that the PUC should step up to the plate and put an end to this three tiered rate paymg structure. As a consumer if I feel that I am being treated fairly concerning the power cost adjustment,I will gladly pay my fair share,but under the three tiered rate paying structure,I feel that I am unfairly penalizedfor using my historical amount of power.A residential rate increase should be the same for all,rather than a graduatingusage scale using numbers arbitrarilypulled from a hat. It is time for Idaho Power and the PUC to take the right step,provide the needed relief from three tiered rate paying structures and create a plan that will allow Idaho Power consumers to get back on track with fair and reasonable power rates.The sooner we start working in this direction,the easier it will be to deal with Mother Nature as we have in the past. After all,most everything else cost more here in Idaho but electricity was something home grown and would thus be better. Times change,of course.This past year I have had my bills go up considerably because the PUC decided since we use a higher amount we should be punished with a higher rate.So be it. Idaho Power then made the decision to buy back power from all the farmers and a large defunct firm in Pocatello.The devasting effect of those scholarly managers was to eliminate over half of our farm workers,not just in Glenns Ferry but in all small farming communities across Idaho.That in turn,along with the general economic downturn in Idaho,has had crushing effects on nearly every business in town. Now,Idaho Power threatens us with even higher bills unless we agree to let them sell bonds to pay off their "Bad Decision" debts.They don't tell us how much interest will be added to the bill they have already run up,only that the rate is reasonable.This is so they will look good now by cutting our rate.Sort of looks like more bad judgement piled on top of already bad judgement.We still have to pay the bill only now it will be just a bit more just so they can look good and cover up their mistakes.A couple more items of interest not necessarilly factual.I recently had a conversation with a friend who is quite familiar with an Idaho Power exec and whoreportedlyreceiveda1.2 Million bonus last year.Hearsay, obviously couldn't be true?I notice that all my Idaho billing or other correspondence comes with the logo that this is an Idacorp company and it was noteworthy a couple months back that Idacorp had one of their most profitable years ever and were passing out perks and bonuses right and left.Makes you wonder if Paul ever did pay Peter all that he owed him? Anyway I think you know where I stand on the PUC's inverted rate structure and also on Idaho Power's wish to charge us'even more,while providing less,but spreading it all over a longer period.What makes them think things will be any better this year than last so next year they can go out for even more bonds. If funding for efficiency is approved,Idaho Power (with advice from an advisory group)will implementprograms to providefinancial help or other Ïncentivesfor folks to improve energy efficiency in their homes and business,including through more efficient light bulbs and appliances,better insulation,more efficient irrigation equipment,and industrial process improvements. In order to conserve I purchased energy star light bulbs for every room.Not one time lastyeardidIturnonmyceilingheat.We have a pellet stove in the family room and weheatedourhomebyusingonlythatsource.We closed off any rooms that were not beingusedanddidlaundrysparingly.We purchased blinds that would reflect the heat in the summer.I did have to use a stock tank heater for my horses.Television was left off,lights were turned off,windows and doors were sealed,so you see every measure was takentoreduceconsumption.Reduce we did by 1/3 to 1/2 depending on the month.Still myelectricbillsweremuchhigherthanthepreviousyearduetothetieredsystem.It is apunishmentforthoseofuswhohaveallelectrichomes. Over the years we have made improvements to our home such as steel siding and extrainsulationthathaveaddedinenergyconservationaswellasaddedvalue.I am very angrytoknowthatIdideverythingpossibleandmadesacrificeswhiletheemployeesenjoyedlavishbonuses.In times of crisis such as this everyone should have to do their part.Why were rates increased so much?The company and their employees should have to makesacrificesalongwiththeratepayers. I do not know what I will do again this summer.Up until the last two years we have beenabletoopenourwindowsatnightandenjoythecoolbreezes.This enabled us to cool thehousedown.In the morning we would close our windows and because of the trees,landscaping,and improvements we would not have to run any air conditioning until lateafternoon.However,we have been subjected to the most horrid sewer smells emitting from adairythatwehavenotbeenabletoduethat.The hydrogen sulfide levels measured twomilesfromthedairyhavebeendocumentedtobewellaboveanythingthatwouldbeconsideredhealthytobreathe.My husband has lung problems so we do not dare risk leavingthewindowsopenhopingthatthatsmellwillnotcome.So we bake.FYI I am 3 miles fromthisdairy.With the current system I cannot afford to run air conditioning twenty four 7, nor should I have to.My property rights have been violated but that is another story.AsIexplainedwehaveceilingheatsoweuseawindowairconditionertocoolonlythree rooms during the day.That was all we needed until this atrocious dairy odor invaded ourneighborhood. We need a fair and balanced plan in place.Those of us who dramatically reducedconsumptionshouldberewarded,not punished.Trust me my house was not toasty warm,but we adjusted to the cooler temperature of around 71 degrees.I hope you will consider thehardshipyouhaveplacedonallelectrichomeownerswhenyouaddressthisissueagain. While Idaho Power has changed its rate schedule to a 3-tier structure,neither myhusband's nor my income has changed to match those increased rates.In fact,Idaho isinfamousforitsLOWpay.It seems to be the price we pay to live in such a beautifulplace.However,I pay $800 per month for my home.My water bill runs approximatley $73perpayperiod.I spend approximately $180 per week for groceries for my family of six(and that does not mean we eat steak!!!).That is hamburger,macaroni and cheese,chili,soups,etc.I end up spending over 1/2 of what I pay for a home each month on my powerbill. There is no one in the home Monday through Friday from the hours of 8:20 a.m.to 3:45 p.m.I kept the heat down to 66 degrees this winter,we put plastic over all of the windows,and we installed a new front door to cut down on drafts.When we had company over thiswinter,we would pull out our supply of sweatshirts and blankets and let them select whichonetheywantedtobundleupintostaywarm.
