Under service date of April 15,2002,the Idaho Public Utilities Commission(the Commission)issued Order No.28992.In that Order the Company was instructedtomakeasupplementalfilingtoincludecostsincurredbytheCompanyfortheirrigationLoadReductionProgramandtheAstarisLoadReductionProgramfortheperiodOctober1,2001 through March 31,2002,with thosecosts to be included in the2002/2003 PCA.The Companyhad previously made a supplementalfiling of theseamountsonMarch1,2002,but CommissionOrder No.28992 is silent as to thissupplementalfiling.Accordingly,in order to ensure compliance with Order No.28992,the Company makes this filing to include the costs incurred by the Company for theIrrigationLoadReductionProgramandtheAstarisLoadReductionProgramthroughMarch31,2002 so that these amounts can be included in the Company's2002/2003PCAfiling.As required by CommissionOrder No.28992,the Company has removedreducedrevenuesitclaimedundertheIrrigationLoadReductionProgram.As a result,the updated amounts throughMarch 31,2002 of the two load reduction programs,computed as required by CommissionOrder No.28992,is as follows:

issue its Order approvingcosts for the Astaris Load Reduction Program,including the
amount previouslyapproved,for the period ended March 31,2002,in the amount of
$76,253,930.10 and costs for the Irrigation Load Reduction Program,including the
amount previously approved,for the period ended March 31,2002,in the amount of
$58,595,274.64.
