Comment description:e tier system you put in place is unfair,because myself and many
others have total electric homes.I cannot believe you could be so stupid to think that
this system was going to help save power for anyäne that has a total electric home.With
the buyback that we the comsumers are paying for and this tier system in place I believe
its time for new PUC heads,for you have one hell of a lousey job.IdaCorp just made the
fortune 500,but it did state that it was on the backs of its comsumers.I know many elderly
folks paying 400-500 power bills to heat their homes,and many are trailor houses.Do you
have electric heat with no other option to be able to switch to any other form of of
energy?Where is your accountability?

I am a 71 year old retired teacher and former owner and operator
of a summer float trip business.I have a couple of questions
regarding IPC-E-02-2 and 02-3.
1.If Idaho Power makes bad decisions like power buy backs
and having to purchase highpricedpowerdueto faulty forecasting why do we,the small
user,have to make up the
losses so they can show a profit?Our power rates are at an
all time high in Idaho and
those of us on fixed incomes are seeing our buying power
eroded on an almost daily
basis.
2.Is the PUC in place to protect the public or to guarantee a
profit for the utility company?
I understand the need for a utility company to turn reasonable
profit in order to stay in
business.But they are a private company responsible to
their stockholders.Like
every other business in the world they should not be immune
to absorbing losses
when they make poor decisions.Especially when their parent
company,Idah Corp,isshowingsubstantial earnings in the same field.Obviously we
cannot turn to an IPcompetitorto secure a lower price so we are forced to turn to
you.We therefore ask
that you hold Idaho Power reasonably responsible for their
losses and not ask us toindemnifythem.

power bill almost doubled this winter and we used the same as last year and sometimes
less.From the looks of everything we have seen published,the power company has made
money,mainly off its customers.Where would you be without us?Our neighborhood is
looking into windmills as alternatives .At this point,I wouldn't care how much the
initial cost would be if I would not have to deal with Idaho Power any longer.

bill for $275.00 in January!My bill in the winter is usually $125-$150.00,and I budgetforthisbysendingin$100.00 a month all year.So now I am on Level pay for $150.00 amonthanditsgoingtotakememostofthesummertocatchup!I havean all-electrichouse.My husband and I try to be very conservative with our usage-we don't have any
children at home-just the two of us.I trhink that this is outrageous,and I feel reallysorryforpeopleonafixedincome,or who have a low-income job.How are they supposed to
pay for bills like this.One of our friends just built a new home.They consulted with
Idaho Power on the best insuklation,windows,etc.so their home would be economical to
heat.Their first bill was $500.00!That's economical!They sre not going to be able toaffordtolivethereatthisrate!I'm sorry Idaho Power isnot making as much profit astheyusuallydo,but it isn't fair to penalize the public for their mistakes.So,now youhavemyopinion!

of the Astaris power sale was published as 42.2 million.Now,Idaho Power is projecting

Idaho Power's gamble should not be placed on the backs of its customers.The PUC should
revisit the power procurement cost sharing ratio of 90/10 (published on 9/28/01),requiring Idaho Power to assume a higher percentage of it's losses on the open market.

man-dated for Idaho Power Co.It is discriminatory and unfair.HOUSES do not use
electricity to stay warm,clean and healthy---PEOPLE do.To charge people'wholive .in
large households more for the electricity they use,simply because they live in a large
household,is NOT RIGHT.By sharing living spaces and appliances,large households
actually use less energy per person than small households.There are many reasons for
large households,including having several children.We personally know several people
whose households enlarged because they took in aged,disabled,or temporarily unemployed
relatives or friends.Why should they have to pay higher rates for the electricity these
people use in their homes than these people paid for it when they were living separately?
No more electricity is being used;it is simply being combined on a single bill.We urge
you to either abolish the 3-tier rate structure or change it to apply per person per
house-hold,therby giving all rate payers,whether in large or small house-holds,access
to equal power at equal rates.If not,perhaps you could produce bumper stickers for Idaho
Power to pass out saying "Warning:Providing a home for your aged parents may be hazardous
to your electric bill."

Comment description:How can anyone support rate increases when corporate bonuses are
paid out to the tune of $2,250,000 for Richard Riazzi.On the same morning that the local
news talked about the proposed rate increases,there was a story about the bonuses given
out to executives.No matter what anyone says,IdaCorp and Idao Power are one in the same
in the eyes of the concumer.
This is a bad deal just like hte bond proposal ipc-e-02-02.

my rates and go back to one flat rate.I don't know who came up with the idea about a
three tiered rate system but I think you should fire those individuals.I live in a rural
area of Gem County and everything I have is powered by electricity and I'm tired of being
punished by the PUC.What else can I do to conserve that I haven't already done.You live
without AC this summer in your offices and see how you like it.Get with it aren't you
people paid out of the Idaho General Fund.That means the taxpayers of this State pay your
wages so start working for us.

it only adds insult to injury.In my mind you should:
1.Have one(the least expensive)rate for "all-electric homes."
2.Only increase rates to cover cost of infrastructure improvements,not speculations or
profit.
3.Keep the promise made years ago when my home was built "All-electric."How long is a
promise good for?

Comment description:I have a small livestock farm where I have lived for many years.I
would like to complain about the Tiered Rate structure.My home and my livestock
facilities are on the same meter,and always have been,like most small farms.The tiered
rate structure is very unfair in this situation,as I obviously use more power than only a
household.Also,my home is all electric,as we were encouraged to be in the past.I
will have to have another meter if this structure continues.My power bill almost doubled

Dear Commissioners:
I would like to respond to Idaho Power's recent request to issue 172 million in revenue bonds.
While this proposal sounds very enticing,purporting a 10%reduction in rates over three years,
there are other factors that I would like to address.
This proposal is based on the assumption that our water will return to normal flows.Although
we in Idaho have hoped and prayed that this will be the case,there is no guarantee that our water
issues have been resolved.If we find ourselves in similar circumstances a year from now,we
will most likelybe paying for another emergency rate hike plus the additional revenue bonds.
As a consumer,it would make perfect sense to spread our increases over a three year period,but
if Mother Nature works against us we will be digging a financial pit deeper than I want to enter
mto.
I feel that this revenue bond proposal has come from hind sight on the part of Idaho Power.
What is reallyat issue is the rising number of consumer complaints to Idaho Power and the PUC
concerning the three tier rate payment structure.While Idaho Power should be compensated for
buying higher rate wholesale power,the rate structure they have implemented to cover these
expenses are unfair.To penalize residential consumers for using the same or even less kilowatt
hours during this power cost adjustment period is ludicrist.
For the past ten years Idaho Power has paid through commercials to convince us in Idaho,
specifically in Magic Valley,that the cheapest and most efficient energy we could purchase
would be to have an all electric home.Manyresidents in the Magic Valley have no other
alternative for heating other than electricity.To have a three tiered rate paying structure that
penalizes the consumer for the very thingIdaho Power has encouraged us to embrace is
draconian.
I believe that we should pay off our current power cost adjustment without revenue bonds or
interest.I also believe that the PUC should step up to the plate and put an end to this three tiered
rate paymg structure.
As a consumer if I feel that I am being treated fairly concerning the power cost adjustment,I will
gladly pay my fair share,but under the three tiered rate paying structure,I feel that I am unfairly
penalizedfor using my historical amount of power.A residential rate increase should be the
same for all,rather than a graduatingusage scale using numbers arbitrarilypulled from a hat.
It is time for Idaho Power and the PUC to take the right step,provide the needed relief from
three tiered rate paying structures and create a plan that will allow Idaho Power consumers to get
back on track with fair and reasonable power rates.The sooner we start working in this
direction,the easier it will be to deal with Mother Nature as we have in the past.

Please be informed that I applaud the foresight of Idaho Power and its efforts to control,decrease and manage customer
rates and costs.They seem to be the only particular utility thinking beyond its billfold and truly controllingcustomerbillingatreasonablecharges.The opposite example is Intermountain Gas presently sitting on its hands and practicing
Ostrich arrogance."It's the other guy causing problems."They allow suppliers to dictate to IGC without promoting a
little regional,collective and institutional buying power.But that is another topic.In any case,Idaho Power futures
planning is encouraging.Keep the public posted;you can understand their general skepticism considering recent
economic events.The citizenry needs some reasonable encourage right now.

Dear Sir,
When we retired back to Idaho in the mid 70's we built
our new home in Glenns Ferry and decided to make it an all
electric home.We did so for two basic reasons,one my wife
had an inherent fear of gas and second because Idaho Powerduppedusintobelievingelctricitywasthebestwaytogo.
After all,most everything else cost more here in Idaho but
electricity was something home grown and would thus be better.
Times change,of course.This past year I have had my bills
go up considerably because the PUC decided since we use a higher
amount we should be punished with a higher rate.So be it.
Idaho Power then made the decision to buy back power from all
the farmers and a large defunct firm in Pocatello.The devasting
effect of those scholarly managers was to eliminate over half
of our farm workers,not just in Glenns Ferry but in all small
farming communities across Idaho.That in turn,along with
the general economic downturn in Idaho,has had crushing effects
on nearly every business in town.
Now,Idaho Power threatens us with even higher bills unless
we agree to let them sell bonds to pay off their "Bad Decision"
debts.They don't tell us how much interest will be added to
the bill they have already run up,only that the rate is
reasonable.This is so they will look good now by cutting our
rate.Sort of looks like more bad judgement piled on top of
already bad judgement.We still have to pay the bill only now
it will be just a bit more just so they can look good and cover
up their mistakes.A couple more items of interest not
necessarilly factual.I recently had a conversation with a
friend who is quite familiar with an Idaho Power exec and whoreportedlyreceiveda1.2 Million bonus last year.Hearsay,
obviously couldn't be true?I notice that all my Idaho billing
or other correspondence comes with the logo that this is an
Idacorp company and it was noteworthy a couple months back that
Idacorp had one of their most profitable years ever and were
passing out perks and bonuses right and left.Makes you wonder
if Paul ever did pay Peter all that he owed him?
Anyway I think you know where I stand on the PUC's inverted
rate structure and also on Idaho Power's wish to charge us'even
more,while providing less,but spreading it all over a longer
period.What makes them think things will be any better this
year than last so next year they can go out for even more bonds.
Or,maybe the power crunch wasn't really a power deficit but
really a management problem all along!Thank you for your time.

The Idaho Manufactured Housing Association would like to urge the
Idaho Public Utilities Commission to direct Idaho Power Company to
include Super Good Cents and Energy Star manufactured homes in any
future conservation incentive programs.
Currently manufactured housing accounts for nearly 75%of all new
homes sold in rural Idaho,and by far the majority of those "afforable"
homes purchased by Idaho residents.To not include financial incentives
to this group of homebuyers would be a serious mistake.
Although sales of energy efficient Super Good Cents/Energy Star
manufactured homes are up in much of Idaho,sales remain fairly low
in the Idaho Power Company service area,probably because of a lack of
consumer-based incentives.We hope you can convince Idaho Power to
correct this obvious mistake.

To Whom It May Concern:
My husband and I are "senior"citizens and we own our "all electric"home
which we built in 1976.At that time Idaho Power was recommending "all
electric"because conservation of other sources of energy was the thingto
do!
We also chose to put fewer windows in our home;hoping to save energy
plus cost in the long run.
We are 72 and 73 years of age,and,although I am retired,my husband is
still workingbecause of the high rise in the cost of living.Our power bill
increased to over $300.00 per month this winterwhichleaves us wondering
if we will ever be able to "actually retire".
Our request is to please modifythe three-tiered rate structure for those who
are on a fixed income and other "seniors",who are willing to pay but
because they chose to go with Idaho Power's energy savings program in the
1970's,are being penalized.Our three-bedroom home is very modest and
we are of the era of conservatism!

Iremember my first monthlypower bill for my two-room apartment -$2.89!Then I got married andboughtahouseandIrememberthefirsttimeitwentover$50 a month.Onlya couple of years ago
it went over $100 a month for the first time.Last month our power bill was $196!And we have gas
heat!
WIIAT DOES THE P.U.C.DO?
A few days ago,I see Idaho Power said they needed an immediate 11%increase in rates.That
means another$22 a month from us or almost 10 times what I paid in total permonthin the 1960's!
WHAT DOES THE P.U.C.DO?
Also a few days ago when Idaho Power announced its immediate need for more money,a localtelevisionstationreportedthatIdaCorp(Idaho Power's parent company)had just paid its "vicepresidentofsalesandmarketing"an annual bonus of $2,250,000 on top of his $300,000 annual
salary (the company's web site shows this annual salary to be $432,000)and it reportedthat the chief
executive officer got an annual bonus of $500,000 on top of his $500,000 annual salary (the
company's web site shows this annual salary to be $775,000).
WHAT DOES THE P.U.C.DO?
Last year,I recall the news reporting that IdaCorp paid out $20,000,000 in annual bonuses to its
employees.Considering IdaCorp has about 2,000 employees,that works out to $10,000 in bonuses
on average for every single employee.
WHAT DOES THE P.U.C.DO?
Answer to the previous four questions -ABSOLUTELY NOTHING!

Guess what?I hear that Idaho Power??is asking for another
large raise.I'm just a bit confused..Is it Idaho Power or
is it Idacorp -incorperated?-and also Idawest th at the Consumers
have to pay large amounts of money to alot of CEOs and other
large income People.The question is,Why?When it was just Idaho
power,things went along pretty well.I and other People believe
that there is something going on behind the scene,like buying
and selling??These questions should by answered,so the Citizens
of Idaho know what is going on?
The fact of the matter is this...The older individules,including
Myself,I'm pushing 80 yrs and very limited income have a big
problem paying these large bills for all these high living people
I also believe that the "Shareholders"and individules that are
going to profit from these improvements should pay for them,not
the Consumer,that is just going to lose because of exorbitant
prices.How much is being shipped down the Coast to California?
I have called Idaho Power and complained and got an attitude like
"tough,pay or We cut You off"I conserve all I can and then some
Still the bill goes up and up.You People need to think and limit
this greed of what use to be a good and fair Company.

Comment description:Our comment is regarding the tiered rate.We are Senior's who live
in an all electric home.We understand the need for a increase,but feel we are beingundulypenalized.We have tried to conserve and use power wisely.Our electric bills
from July of last year to the present showed 200 watts more of power used,but the cost
was $319.00 more than the previous year.

Members of the Idaho Public Utility Commission;
This year,there two key questions(among others)before the PUC that relate
directly to energy conservation:(1)Should the PUC approve a slightrate
increase to pay for new energy conservation programs?;and (2)Should the PUC
retain a "tiered"rate structure,first approvedlast year,such that customers that
use the most energy pay the highest rates?
On behalf of the Idaho Conservation League,I would like the PUC to answer
"yes"and "yes"to these questions.
The Idaho Statesman reported last year that Idaho electric customers consume
the most enèrgy per capita of any state in the nation.Our state needs to develop
a robust electricity conservation program to provide the encouragementand
resources to help people conserve power.We believe that the two issues
discussed above are critical steps towards Idaho developinga sound energy
conservation strategy.
If funding for efficiency is approved,Idaho Power (with advice from an advisory
group)will implementprograms to providefinancial help or other Ïncentivesfor
folks to improve energy efficiency in their homes and business,including through
more efficient light bulbs and appliances,better insulation,more efficient
irrigation equipment,and industrial process improvements.
However,none of these will be implementedunless the PUC authorizes ldaho
Power to collect money from ratepayers to cover program costs.It has become
standard procedure for utilities to collect conservation program costs from
ratepayers on an ongoing basis --this helps ensure that these programs can
evolve over the long term to best serve ratepayers.We urge the PUC to support
this effort.
Last year the PUC approveda tiered rate structure for residential customers.We
supportthis rate structure because it encourages savingsand sends an

4.They pick one of their sibling companies to build it!Is this a fair practice?Did wegetagooddeal?
5.One of their sibling companies Ida-West Energy will sell the power from the plant.I'msureIdahoPowerconsumerswillgetagooddealjustlikewedidlastyear,when Ida-West bought power on the open market and marked it upandresoldittoIdahoPowerforhugeprofits!I wonder if Idaho Power sells it's surplus power to Ida-West at a fairmarketvaluethemonthsIdahoPowerhassurpluspowertosell.Shoudn't some of this go tooffsetthefewmonthswehavetobuypowerfromIda-West?6.Most of the power from the proposed Middleton power plant will go out of state.IfIdahoPowerlocksconsumersintolongtermcontractsforasmuchofthisexpensivepoweraspossible,it will befreetosellsomeofour lower cost hydro power to Ida-West Energy forevenmoreprofitsforIda-West Energy and losses for Idaho Power that

In order to conserve I purchased energy star light bulbs for every room.Not one time lastyeardidIturnonmyceilingheat.We have a pellet stove in the family room and weheatedourhomebyusingonlythatsource.We closed off any rooms that were not beingusedanddidlaundrysparingly.We purchased blinds that would reflect the heat in the
summer.I did have to use a stock tank heater for my horses.Television was left off,lights were turned off,windows and doors were sealed,so you see every measure was takentoreduceconsumption.Reduce we did by 1/3 to 1/2 depending on the month.Still myelectricbillsweremuchhigherthanthepreviousyearduetothetieredsystem.It is apunishmentforthoseofuswhohaveallelectrichomes.
Over the years we have made improvements to our home such as steel siding and extrainsulationthathaveaddedinenergyconservationaswellasaddedvalue.I am very angrytoknowthatIdideverythingpossibleandmadesacrificeswhiletheemployeesenjoyedlavishbonuses.In times of crisis such as this everyone should have to do their part.Why
were rates increased so much?The company and their employees should have to makesacrificesalongwiththeratepayers.
I do not know what I will do again this summer.Up until the last two years we have beenabletoopenourwindowsatnightandenjoythecoolbreezes.This enabled us to cool thehousedown.In the morning we would close our windows and because of the trees,landscaping,and improvements we would not have to run any air conditioning until lateafternoon.However,we have been subjected to the most horrid sewer smells emitting from adairythatwehavenotbeenabletoduethat.The hydrogen sulfide levels measured twomilesfromthedairyhavebeendocumentedtobewellaboveanythingthatwouldbeconsideredhealthytobreathe.My husband has lung problems so we do not dare risk leavingthewindowsopenhopingthatthatsmellwillnotcome.So we bake.FYI I am 3 miles fromthisdairy.With the current system I cannot afford to run air conditioning twenty four 7,
nor should I have to.My property rights have been violated but that is another story.AsIexplainedwehaveceilingheatsoweuseawindowairconditionertocoolonlythree
rooms during the day.That was all we needed until this atrocious dairy odor invaded ourneighborhood.
We need a fair and balanced plan in place.Those of us who dramatically reducedconsumptionshouldberewarded,not punished.Trust me my house was not toasty warm,but
we adjusted to the cooler temperature of around 71 degrees.I hope you will consider thehardshipyouhaveplacedonallelectrichomeownerswhenyouaddressthisissueagain.

For the year 2001,Idaho Power earnings were 60 cents per share,compared to $1.97 from2000.Of the $1.37 decrease from the prior period,70 cents per share is attributable toincreasesinpowersupplyexpensesabsorbedbytheCompanyand18centspershareisduetothewrite-off of amounts disallowed in the Company's 2001 power cost adjustment.Additional increases in operating expenses for thermal maintenance,depreciation,interestandcustomerexpensesdecreasedearningsfortheyearbyapproximately34centspershare.
General business revenues were up $31 million for the fourth quarter and $85 million fortheyear.The primary driver of the increase in revenues was the May 1 and October l PCArateincreasescombinedwithconsistentcustomergrowth.The revenue increases weredampenedsomewhatbyloadreductionprogramsandtheimpactofourcustomer's response tohigherretailprices.
Idaho Power added 1,017 general business customers during the fourth quarter 2001 and7,908 additional customers in 2001.As of December 31,Idaho Power had 401,739 generalbusinesscustomers.
My comments are:I bought an all electric house in 1979...it was sold at the best andleastexpensivewaytogobyIdahoPower.
We cannot get natural gas in the area I live in.I have since installed 2 propanefireplaces.We have done several things to conserve and there is nothing else we can do.I do not understand why we (the public)is responsible for Idaho Power's poor planning ofhowtohandledroughtyears!In most cases If you plan poorly in business,you go out ofbusiness.No one told their stock holders that they would always get a dividend.Theconsumerisbeingpunishedforpoorbusinesspractices.The rates need to be lowered.If the only way is to allow Idaho Power sell bonds then sobeit.

HOW ABOUT IDACORP PAYING THE INCURRED 2000-2001 POWER FIASCO EXPENSE IF THEY HAVE THAT

Low cost housing is one important reason people move to the Boise area.However,homeownershipcostincludesthemonthlyutilitybills.If inefficient homes (and,for thatmatter,ligh commercial office buildings)continue to be built and energy standards arenotestablishedandenforced,power demand will continue to grow unabated.
Existing homeowners can afford new compact flourescent light bulbs,etc.,but an energyefficientstructurewillsavemoremoneyin1yearthanahousefullofenergyefficientlightbulbswillintenyears.Builders ARE NOT building energy efficient homes and IdahoPowercustomersaresufferingforthis./
As a side note:I will consider being -párt of the Energy Conservation committee if youhavenotalreadyfilledtheposts.'

Back to the story!I turn off any lights not being used,only wash in cold water,take one shower a day,you name it,I do it in the name of conservation!However,mypowerbillscontinuedtoclimbtonearlyobsceneamounts!Granted,I live in a coldclimatearea,and my home is not the most weather efficient home in the county,but whenmypowerbillsjumpedfromtheusual$200 -250/month during the winter months to$400/month,I was very concerned and disappointed to say the least.In the summer monthswhenIamrarelyhome,my power bills jumped from a minimum of about $40/month to $60-70/month.I am just thankful that I am able to absorb the exorbitant increased cost ofelectricity,but would rather spend that extra money on myself (401K)rather than paddingthepocketsofgreedyCEO's!So,my question to you is,what is the Idaho Public Utilities Commission going to doaboutthis"out of control"situation?Let Idaho Power and its parent company IdacorpcontinuetoraiseIdaho's electicity costs until only the very wealthy can afford to haveelectricalpowerintheirhomes?Remember that your job is to provide the citizens of thestateofIdahowithaffordableandreliablepublicutilities!If that isn't your goal,jump ship,hire on with Idacorp and go for the million dollar bonuses that their CEO's andetc.received this year!Finally,I want you to know that I am tired of paying more and getting less in return.I can't conserve any further than I already am,unless I decide to use candles for lightandbegincookingallofmymealsinthefireplace!Please look for and find a way tolowertheelectricalpowerratesforthecitizensofthestateofIdaho.It is not onlyyourjob,but your ethical responsibility,plus my bank account and 401K account wouldcertainlyappreciateit!Sincerely,

The Commission should continue the three tiered rate structureitimplementedlastyear.This kind of financial incentive is theonlywaypeoplewillactuallybemotivatedtosaveenergy.
A small vocal minority of people who use large amounts ofenergyhavecomplainedaboutthetieredratesystem.However,those people would still have very high rates under a single flatrate.Furthermore,I do not feel I should have to subsidize thosewhouselargeamountsofenergy.Unless everyone pitches in toconserve,Idaho Power will have to spend more money onbuyingexpensivepowerorbuildingnewpowerplantsthat willalsodestroyournaturalresources.
To soften the blow of the tiered rate structure and to give peoplethetoolswithwhichtoconserveenergy,the Commission shouldprovideforadequatefundingforenergyconservationprograms.Right now Idaho Power is proposing a very small fund to pay forenergyconservation.The Commission should require a higherfundinglevelthanjust.5%.Idaho Power's proposal would notfundenoughenergyconservationmeasurestomakeasignificantdifference.
Funding for energy conservation measures should includepublicoutreachandeducationtoinformpeopleaboutavailableconservationprograms.It will do no good to implement energyconservationprogramsifnobodyknowsthattheyareavailable.

Idaho Power Company,an IDACORP Company,sent me a large postcard last month about theirrates.The postcard indicated that last year their company (do they mean Idaho PowerCompanyorIDACORPCompany?)recovered $217 million through the annual Power CostAdjustment(PCA).They also indicated that this April they may have to ask to recover$244 million through the PCA.
If PCA includes only costs for power purchases and energy saving programs,wereIdahoPower's purchases of power and energy savings programs legitimate and real?1.I read that Idaho Power's purchases of power were through one or more of theirsubsidiariessothesubsidiaryorsubsidiariescouldincreasethepass-through price tomakemoney.Then Idaho Power would have to pay more than if Idaho Power bought powerdirectly.Subsequently,Idaho Power could ask to recover the increase cost of powerthroughthePCA,making the customers of Idaho Power pay for Idaho Power's subsidiary orsubsidiariesmakingmoremoney.Has this been investigated fully?2.What are these energy savings programs that Idaho Power has to pay for that thentheircustomershavetopayforthroughthePCA?As a customer how do I get Idaho Powertopaymeforenergysavingsandconservationofenergy?
Idaho Power indicated that the PCA has no impact on company profits or operating expenses.If the PCA has no impact on company profits or operating expenses,then they don't needthePCA.Maybe the company profits and operating expenses should be affected if the powerthatIdahoPowerbuyscostsmorethannormal.Maybe Idaho Power would become moreefficientifthepowertheybuyreducesthecompanyprofits,or increases operatingexpenses,or both.
Do not allow Idaho Power to issue $172 million in revenue bonds even if the POTENTIAL rate

adjustments COULD result in -AVERAGE decrease of 10%from ex sting rates,WHICH AREHIGHERTHANNORMAL!How can they anticipate these revenue bonds will be paid off over athree-year period through a 0.54 cent-per-kilowatt-hour charge that would be included inthereducedratesthatwecustomerswouldpay?An increased charge included in the rateswillreducetherates?That does not calculate.
Spreading these costs over a three-year period will incur additional interest (about 10%per year for three years)which Idaho Power's customers will have to pay any way.Let'sjustbitethebulletforoneyearandpayanaverageof10%more for one year instead ofthreeyears.Paying the 10%interest per year for three years will just benefit whoeverbuystheserevenuebonds,NOT US IDAHO POWER CUSTOMERS.
Lastly,I wouldn't mind paying good money for good electricity if Idaho Power would keeptheextremelylowvoltagesandextremelyhighvoltagesoutofmyhouse.I have had toreplaceonemotorduetothelowvoltagesandthesurgeprotectorsarealwaystrippingfromthehighvoltages.I have been complaining about this to Idaho Power for five yearsandtheyindicatedtheywouldputamonitoronthepowerlinetoourhousebuttheyneverhave.

1.Pardon my bias,but I do not trust any of Idaho Power's proposals.I feel they havelittleregardforthepublic's welfare,and any hints at such are motivated by self-serving interests.
2.Perhaps I missed the per ratepayer cost of financing the bond in question,but haveseennothingtoindicatethisoffsettotheirproposedten-percent decrease in rates otherthanalumpsumfigure.
3.Nothing that has been done by Idaho Power in the past,and particularly by their parentcompany,Idacorp,has benefited anyone but Idacorp.The whole deregulation approach is farafieldfromthewayapublicserviceorganizationshouldbeallowedtooperate,and I wishtheCommissionhadneverallowedthecurrentarrangmenttoexist.
4.While the PUC staff's recommendations for changes to Idaho Power's proposal appear morepractical,it still appears to continue along the same road where Idaho Power is gettingmostofwhatitwantsandnotwhatthepublicwants;i.e.,more control over utilityoperations.

Therefore,in addtion to opposing the bond sale,I ask that the 3 tier system be removedandasingleratebechargedtoallresidentialcustomers.

The customers of Idaho Power have no choice but to pay what is charged,and Idaho Powercanchargewhateveryouallow.If the only effective and informed defenders of thepeople's interest,the commissioners of the PUC,fail to make monopolies act with fairnessanddiscretion,who will?And how?Unfairness,even the appearance of unfairness,ifignoredwillhaveeconmic,social,and political consequences.You can count on it,however unlikely that may seem at the moment.I urge you to do what is necessary to makeIdahoPowerbearthecosts(or losses)it should bear.Do what you must do to make it anhonestandrespectedbusinessandprotectthepublicfromextortionthroughcorporatemanipulation.The integrity of free market capitalism in this case depends entirely onyou.

Comment description:I heard on the news that several people offered complaints againstIdahoPower's three tiered rate structure.I did not know about the hearing and the righttocomment.Thus,I do request the Commission to consider my comments.
I also own an all electric house built in the 1970's,and and penalized by the threetieredratestructure.It becomes difficult to heat a home when the electric bills runover$300 a month.I have looked into converting my heating system into natural gas orpropane,but the costs are prohibitive.I was quoted by Intermountain Gas that I wouldhavetopay$2,500 to bring a gas line to my house and I would have to remodel so I canmovethewaterheaterfromthebasementtothemainfloor.I have the same remodel coststoconverttopropane.Many of my friends who have natural gas can keep the thermostat at70degreesandpaylessinenergycoststhanIdo,even though I keep my thermostat at 66duringthedayand60duringthenight.
I am not opposed to a tiered rate structure,but homeowners of all electric homes shouldnotbepenalized.A separate rate structure should be developed for all electric homes.

Although I have added extra insulation to my home,did extensive weather-stripping andkeptthedaytimethermostatat66degreesandthenighttimeat55degreesthispastwinter,my normal wintertime bills of approximately $150 per month were double.
Please place heavy consideration on the fact that Idaho Power Company no longer has tosupplythehundredsofmegawattsrequiredbyAstarisofPocatello.The lack of this loadsignificantlyreducesIdahoPowerCompanyhavingtogooutonthewholesalemarketseekingexpensiveelectricityfromout-of-state.Also,prior commitments by Idaho Power to Astarisregardingpaymentfornon-electricity usage in no way should be passed on to consumers.
I further ask for the elimination of a tiered rate structure for residential users.Thishasamountedtopunishmentforhomeownerswithall-electric homes.Why should homeowners,like myself,be financially punished for how they heat their homes?I have takensignificantenergyconservationstepsandfoundmyselfpayingheavilyatallthree tiersofIdahoPowerCompanychargesthiswinter.I fail to see the reasoning behind thisbillingstructure.I ask that this be eliminated immediately.

While Idaho Power has changed its rate schedule to a 3-tier structure,neither myhusband's nor my income has changed to match those increased rates.In fact,Idaho isinfamousforitsLOWpay.It seems to be the price we pay to live in such a beautifulplace.However,I pay $800 per month for my home.My water bill runs approximatley $73perpayperiod.I spend approximately $180 per week for groceries for my family of six(and that does not mean we eat steak!!!).That is hamburger,macaroni and cheese,chili,soups,etc.I end up spending over 1/2 of what I pay for a home each month on my powerbill.
There is no one in the home Monday through Friday from the hours of 8:20 a.m.to 3:45 p.m.I kept the heat down to 66 degrees this winter,we put plastic over all of the windows,and we installed a new front door to cut down on drafts.When we had company over thiswinter,we would pull out our supply of sweatshirts and blankets and let them select whichonetheywantedtobundleupintostaywarm.
I would hate to see what my power bill would have been if there was someone in the houseMondaythroughFridayusingelectricityduringthetimesweareatschoolorwork!!
During the winter when Idaho Power couldn't shut off my power due to the fact that I haveyoungchildren,I could not pay my entire bill,but sent approximately $325 each month totrytostayontopofit.Once the moratorium period expired,they wanted their money(all of it)and they wanted it NOW!I was told by one Idaho Power employee that if I wenttothegrocerystore,I had to pay their entire bill.Big difference--I know how muchmoneyIhavetospendsoIshopaccordingly!I am not surprised by the grocery store eachmonthwithaneverincreasingbill.!!!

We still have a hat that was made for Idaho Power and was given to my husband by an IdahoPowersupervisorwhentheyreceivedaratehikeinyearspastthatsays"BOHICA"acrossthefrontofit.In Idaho Power terms,BOHICA stands for "Bend Over,Here It ComesAgain".Is that how the money they receive for their requested increase will be spent,making more hats for their employees?
Let's look at the reality of this.The people who can least afford this are the ones whosuffer.Maybe I should wait until the moratorium period comes up again next winter,runmyheatatthenormof70degrees,and then file bankruptcy on them,because if thiscontinues,I will be bankrupt!!
I could understand if my power bill would have went up $40 or so,but my bill doubled!!!!
Do NOT grant Idaho Power another increase.Let the gentleman who received the $2 millionplusbonusontopofhisgeneroussalaryfigureouthowtogetaroundthis.I am assumingthatiswhyhegetspaidasmuchashedoes!!!
