Hi Bill,
So,now l get to go on subsidizing those people who made dumb decisions about where to get their energy by buyingall-electric energy-sinks.
Where do I apply for relief to help pay off the gas furnace we bought when that seemed the way to go?And,now thattheelectricutilitieswanttousegastoproduceelectricityforallthoseenergy-sinks,I get hit from both sides!
You may share this with the commissioners.(If l'd known they were gonna count votes to do away with the mostsensibleratestructuretheyeverputinplace,I would've come and testified.)

To Whom it may concern,
When you reassess whether Idaho Power should be able to continue charging on a
tiered rate,I hope you will consider this.I am not necessarily against the tiered rate,but I
do believe the amount of Kilowatts is to low.Twentyto thirty years ago everyone was
encouraged by Idaho Power to use electricity for heating as well as cooling.As a senior
citizen,a widow,and a disabled person I feel I can speak for all those on a limited
income.In order to heat our homes in the winter,we always go over the 2000 watt limit
and are in the HIGH pay bracket.Idaho Power has also given large companies a discount
if they use a lot of electricity.I admire a lot about Micron but I will use them as an
example.They get a big discount on their electrical bill and then can turn around and pay
their CEO over a million a year.The elderly in this state are just trying to survive and if
they have to turn the heat down they will be more apt to develop more illness.I feel this
tiered payment plan they have is punishing us for having electrical heat.I also read where
Idaho Power was paying big bucks every month to a big company that quit its business so
then they turn around and reallyjab hard at the little guy.We just want to keep our homes
and remain independentfrom our children and the state.Please do not continue the tiered
rate as it is now.I recommend keepingthe first jump in rate at at least 2500 watts of
electricityso those who have electrical heating aren't being severely punished.I feel this
is only fair.I know this was a difficult year for Idaho Power,but they are picking on the
wrong class of rate payers.When the newspapers were talking about this possible tiered
rate,they onlytalked about huge users of electricity such as some big companies.They
didn't mention that it would impact those who had electrical heating.

Dear Sirs:
I am not writing this letter because of Idaho Power's rate increase,but because of the way
you chose to raise the rate.Your theory is that who uses the most electricity should pay
the most.I have a problem with this for residential customers.
Did you consider these facts when you made your decisions:
1.There are a lot of people who have electric heat,not by choice,but by
circumstances.They live in an area where that is all that is available or they
cannot afford to change to a different form of heating system in their home.
2.They are on a fixed income.
3.Because of health reasons a lot of people have to use oxygen machines and or C-
Pap machines.
4.Dependingon when your meter is read,you will have to pay higher rates if the
reading is for more than 30 days.
5.Years ago people who had an all electric house received a special rate.People
complained about this and so everyone paid the same.It is not fair now for those
who have all electric to pay more.
I would hope you would take these factors into consideration.All residential should pay
the same rate no matter how much electricity they use.Thank you for your time.

Gentlemen:
I am writing you to let you know we think the increasedratesareunwarrantedandwewantsomeresponsibledecisionsconcerningthismattertoberesolvedbyyourcommission.The responsible decision would be to be concerned for citizensofIdahonotthelobbyingpartiestoincreasethecompaniesearnings.We paid the 10%increase in employees salaries thispastyearandthelargestdividendsissuedinIdahoPowershistevy.WHY at the publics expense????We have never beensubsidizedbyanyoneandareexpectedtopayourownexpenses.Management of Idaho Power should plan theže affairs to covertheiroperation-maybe selling Idaho power to other areasshouldbepaidinfullbythosewhouseorwantitNOTUS.
After all Idaho Power uses our resources (water,land,etc.)
Please do your homework before allowing this company to takeadvantageofIdaho's citizens.We are a poor population inthisstateforthemostpart,seniors,families all are strugglingtosurviveanditisNOTeasy.
The phone companies and banks are so expensive for theirservicesaswellasfuel,natural gas,gasoline for transportationetc.Drug companies,federal goverment all have us oppressed.Think of the general populations plight before you favor thiscompanies,this is suppose to be your function and responsibility.

Dear commission Secretary,
Just wanted to let you know that there are people in Idaho that support a slight
rate increase to fund energy conservation and efficiency programs.Idaho Powerproposeda0.5%rate increase for these programs last year;we'd like it to be
closer to 1.5%in order to fund meaningfulenergy conservation measures.
The current "tiered"rate structure,ie rates are pretty low for the first 800 kilowatt
hours,higher for the next 1200 kilowatt hours,and really high for anything
above 2000 kWh is a great idea and I hope you will continue using it.It is apowerfulincentiveforpeopletouseenergymoreefficiently.
Thank for consideringmy interest and concerns when making you decisions.

Gentlemen;
Attached are copies of my last three (3)Idaho Power bills
from 2002 and my three (3)power bills from 2001 for the corresponding
period of time.
In 2001 I used 27,260 kilowatt hours of electricity at a cost
of $1,389.13.
In 2002 I used 27,300 kilowatt hours of electricity at a cost
of $2,152.21.
This makes a difference of $763.08,or an increase of approximately
65%for this period of time.
When my house was built Idaho Power Co.was advertising all
electric low cost energy for homes as the way to save money.Now
they have switched the rates so that you are penal ized for having
an all electric home.
I do not believe that the present rate is a fair rate structure
under any circumstances.

Dear Sirs:
I don't mind paying a fair share for electricity--have beenfornearly70years,but this 3 tiered rate fiasco is the
ultimate 'rip-off'.
Oh yeah,you Mr.PUC,can say:"Change to an alternatesystem."Well that old dog won't hunt.What do I change
to?There's is no natural gas for miles.Coal?Not verypractical.Oil?Not very practical either.Besides
conversioncosts would be prohibitive.
For years and years the big push was for "All-electric"
homes of which I was one.You,Mr.PUC probably didn'tdirectlyjointhepushbutcertainlyaidedandabetted'all
electric'.According to my last billing from Idaho Power I
used 34 kw this month last year and 34kw this monththis
year but the cost more thanDOUBLED.
As I see it,rural people are penalizedfor using elect-ricity to heat and cook with no practical recourse.Citypeoplebyandlargehaveachoiceandthustherateis
structured to penalizerural residences.
Furthermore,it looks to me like the need for a huge rate
structure system suddenlyevaporatedwhen all the power
brokersgot what they wanted-agigantic rate increase.If you,Mr.PUC are truly a "Public"entity,you will
reduce the rates to a reasonablefigure AND level the
playmg field so that all rate payers pay the same rate.
As it stands now,you are not doing your job!
Regardingthe Idaho Power proposalto borrow 250 million
or so to stretch out the pay-backtime I think this is no
more than a 'patch'on the real problem.If you Mr.PUC
adjust the rates AND do away with the 3-tiered system that
we,the rate payers,can strugglethroughthe present debt
without incurring another 21 million in finance charges.
Who's going to benefit from the finance charges---the
parentIDA-Corp????
You have a real public perceptionproblem to the effect
that we,the public,are being ripped off and it is time to do
somethingpositive aboutit.

This is a third letter or note to you concerningmy
Power bills from October I,2001 to April 1 2ð02 '
Yes,you have mailed to me Rate Increase information
sheets.However,you did not answer the questions I needed
answering?
I need the following questions answered by one of your
Idaho Power Representatives,in person.I've discovered
your downtown main office in Twin Falls is no longer open
to the public??
Naturally,I am concerned about the huge power bills
I've received during the six months I have not been living inmyhouseorusingappliances.I explainedmy situationinmyfirstlettertoyoufromArizonainlateJanuarywhen ImailedmypaymentfromArizona.
I was home only for a few days in November and
a few days in December totaling 11 days.I left January 7
to help elderly relatives in Arizona and did not return until
the end of February.I was home five days and went toWyomingandMontanafromMarch10thtoMarch24 .I
was home two days and then went to the Hailey area to
house sit a house until March 30*.
Also,I have a PorcelainFireplace and splug in heater
for the one used bedroonr.I used these while I was home soIwouldnothavetoturnuptheheatwhileIwashomeforonlyafewdaysatatime.I rarely used the Porcelain Fire-
place.I just wore layers of clothes knowingI wasn't going to
be here that long.I really just lived in the Master Bedroom
during those time frames.

house cool because my TV is in the Master bedroom so I've
hung out there for years.I do not have central air condition-
ing.So hope you will not bill me this summer for that.
Neighborswho don't work say,"No Idaho Power truck
or meter reading man has checked meters in our neighbor-
hood for seeminglyyears."So how can you be totally
honest about how much heat a house truly uses or who is
away for the winter or summer months?Also,some people's
power bills are less than mine and they were here the
entire winter.
I need some strong explanationfrom you please about
my power use situation.
I need to be reimbursed for those months that F was
not living in my house.For example.The heat was not
used for the entire month of October and 1 st part of
November.
If you need verification for my being gone those
months I will do that.Registrationreceipts from Rally's
I attended,airline ticket,neighborswho took care of my
cats,mail,gas bills,a call to a local doctor for medical
help from Arizona and more if needed.
Also,I told the people caring for my cats to enter my
house if the temperature went below zero while I was
away and to turn the heat up to 72.They never had to do that.
Also,they were instructed to call me if the weather did
get below zero.I felt better knowing,so pipes would not
freeze in case they would forget to turn the heat up.
I will hope to hear from an Idaho Power Represent-
ative and be reimbursed for electricity I most certainly did
not use for a six month time frame except for a few days
in November and again in December.

My family and I have a small farming operation in the Wendell,Jerome area.We
have been in the farming business all our lives.We,not unlike other businesses,have had to
learn when we make a decision we must live with the benefits/consequences of that decision.
We can not pass the responsibility of a poor decision onto someone else to suffer.We have
had to learn discipline in our spending habits and when profits are down we must cut back in
order to keep our business going.
Idaho Power,on the other hand,has been able to keep their profits growing because
when times are tough or a poor decision was made,they just pass the responsibility on to the
consumer.Unlike other business they think there is no end to their economic supply.
IdahoPower has worked for a lot of years to make us totally reliant on them and their
product and therefore they see it as feasible to keep demanding more.As a farm operation we
have worked with them on several projects to help our farm become more efficient and it
seems we never see a decreaseor even maintenance in our power costs,Like wise we listened
to them in preparing our homes so as to keep costs at a minimum.Illis too,has not
maintained our power costs,not because we are not more efficient but because they just keepraisingtherates.The three-tiered rate used this winter should have really brought them the
extra money they needed,it was certainly a hardship on their customers.
It is my opinion that Idaho Power needs to be more accountable for their operation andnotmakeitsoeasyforthemjusttoaddmoretoourcosts.When things are tough foreveryoneelse,they need to feel it too.Thank you for your time and consideration in this

I want to express my concerns about the three tiered rate structure that you are now using.
In theory,this is a good idea.But it has impacted us in a way that I didn't expect.I
believe that the concept was to encourage conservation.Since we have a total electric
home,I immediately set out to figure out ways to conserve and stay under the 2000 kwh
monthlyusage.My wife and I discussed turning out lights,limitinguse of the washer
and dishwasher,drying clothes on a clothesline,shutting down the computer when we
don't need it,and other things like this.In addition,we set the thermostat lower and
installed X-10 automation that double checks us so we don't leave outside lighting on all
night.We installed 13 watt compact fluorescent lamps where practicable and did away
with the flag light.We had a coffeepot that stayed on most all day long.We now brew
and put the coffee in a thermos bottle for storage.You get the picture.We really have
taken steps to conserve.And to conserve energy is the right thing to do.It really
shouldn't have taken an energy crisis to get us to take these steps.
Our brick house was built in 1991 using full wall insulation in 2X6 walls and a great deal
of attic insulation and used the best thermallyefficient windows available.Because of
our location in the rural area of the county,electric heat was the best choice.We
installed a high efficiencyair to air heat pump,which is routinelymaintained in the
spring and fall.
It seems that we have done a great deal to achieve a conservative approach to the use of
our electric energy.And yet,in the coldest months of the year,we still exceed the 2000
kwh usage that puts us into the highest rate.Yes,we did achieve a lower consumption of
energy but the big load in our house is the heating and we can only turn the thermostat
down so low.I think you need to re-evaluatethe three tiered structure since those of us
that bought into electric heating are being penalized for having done so.
I am sure that this is a complicated task and I trust you will do all you can to achieve
equity to all your customers.

We are long-time advocates and practitioners of energy conservation.We grew up on "Wastenot,want not"and "Turn off the lights"(before we could reach the switch!)Raisingthreeteenagersina2400sq.ft."Gold Medallion Home"only served to reinforce thatpointofview...even back when electricity was .9 of a cent per kWh.Over the 32 years wehavelivedherewehaveplantedover50treesforsummershadeandwinterwindbreaks,installed double windows and insulated and dry-walled the basement,added insulation andventilationintheattic,and replaced the old aluminum windows and sliding doors withenergyefficientwoodframedunitswitheffectiveseals.Back in the '80s,an Idaho Power"energy audit"had nothing more to suggest.
With a thirty eight-year old Gold Medallion home with radiant ceiling heat and noductwork,we are in a trap with Idaho Power.We have always dressed warmly and maintainedtheclusterofroomsweuseat65to68degrees.The remaining rooms are kept closed andunheated.The efficient Heatilator fireplace is vented and effectively heats the kitchen,living and dining rooms.Fortunately we do have a plentiful supply of firewood.
Your new "tiered"rate structure adds insult to injury.Power consumption varies withweatherconditionsandfamilyusage,not by arbitrary "Read Dates".We were away fromhomeformostofNovemberthroughmid-January.There was no water being pumped or heated,no cooking done or laundry dried,the drapes were open only on the sunny side,thefireplacedamperwasclosed,and the heat on just enough to keep pipes from freezing.Thethermometersread48degreeswhenwecamehome.Yet we were billed for well over 800 kWhallthreemonths.The Idaho Power representative tried to tell us "it takes moreelectricitywhenyouaren't cooking,heating water and doing laundry"!?!We are all infavorofpromotingconservation,but this is ridiculous!We trust you will come up with amoreequitablesolution.
To top it all off,the relationships of the various unregulated power entities makes onefeellikewe're all in on a street-corner crap game.

I am concerned about energy conservation in the StateofIdaho.Idaho has the highest energy use percapitaofanystateinthenation.
Last year Idaho Power got special exemptions allowingittodryupsectionsoftheSnakeRivertoproduce
more power and got the biggest rate increase in itshistory--all because the company does not make anyrealinvestmentsinenergyconservation.The energycrisiswouldnothavehitIdahonearashardasit didifIdahoPowerhadevenminorenergyconservationprogramsinplace.
I would like to support a slight rate increase to fundenergyconservationandefficiencyprograms.IdahoPowerproposeda0.5%rate increase for these programslastyear;we'd like it to be closer to 1.5%in ordertofundmeaningfulenergyconservationmeasures.
I would also like to support the current "tiered"ratestructure(because it is a powerful incentive forpeopletouseenergymoreefficiently)ie.rates areprettylowforthefirst800kilowatthours,higherforthenext1200kilowatthours,and really high foranythingabove2000kWh.

The 3-tiered system should have been introduced and incorporated more thoroughly so thatthepubliccanbeeducatedontheirdynamicroleintheeconomics.The DSM policy wouldenhancethiseducationofthepublic,and offer a solution that is sustainable,instead ofonethatcostsusmoremoney,like the bond issue.
These issues,including the power cost adjustment issue,are the responses to complexfactorsthatallpointtotheseverityofthecurrentstateofenergyasbeinghighlyvolatileandunstableresource.We must get out of this backward thinking of paying themostatpeaktimes,and develop ways to decrease demand and save on costs.
The costs to the public,the environment,and the future are too high.Offer strongconservationpoliciesandlooktolowerthedemand.

Please protect our river future.We can prevent the need for more dams in Idaho byimplementingrealenergyconservationmeasures.Idaho has the highest energy use per capitaofanystateinthenation.That means we have a lot of room to be more efficient in how weuseelectricitywithouthavingtosuffer.
It's important that Idaho Power have energy conservation programs inplace.Last year,there were some issues about the exemptions to dry up sections of theSnakeRivertoproducemorepower.The company also was approved for the biggest rateincreaseinitshistoryyetwedidnotseeanyrealinvestmentsinenergyconservation.
PUC needs to support a slight rate increase to fund energy
conservation and efficiency programs.Idaho Power proposed a 0.5%rateincreasefortheseprogramslastyear,but a higher level of 1.5%would help fund meaningfulenergyconservationmeasures.
Support for the current "tiered"rate structure,ie:rates are pretty low for the first 800kilowatthours,higher for the next 1200 kilowatt hours,and really high for anything above2000kWhwouldbehelpful.This would be a powerful incentive for people to use energy
more efficiently.
Please do all you can to fund energy conservation programs.I manage my own house withminimalenergyuseandsupportgreenenergyprograms.If we would all do what we can,itwouldadduv.

It is equally difficult to understand,when the Middleton facility is skirting the edgeofPERPA(with Idaho Power being the mother company of Ida West),which in my opinion,is
a knowing attempt to circumvent the law with creative math percentages and word-smithing,all in the name of money.
I could not believe that there was legal authority for this "creative bond plan".With alittleinvestigationIwasnotonlyabletofindtheaforementionedinformation,but aswell,the authority for the bonding,which was found in statute from legislation createdinthe2001IdahoLegislature.

All of this is particular hard to understand when the power bill goes up each month,andIdahoPowertheutilitydoesn't even have the intestinal fortitude to place the comparisonbetweenlastyearsbillandthisyearsbillonthestatement.The place for the entry isthere,however the entry location is without the pertinent information.
No,I do not support the bond proposal especially when as a rate payer I do not have achoosefromwhomIcanbuypower.

WHY ARE MY ELECTRICBILLS SO HIGH?
Observations from the perspective of an Idaho Power customer
This often asked question can be answered simply by profits,pockets and a Public Utility
Commission that is totallyunresponsive and unanswerable to ratepayers.In 1998 Idaho Power
changed its name to IdaCorp,a new large corporation with a bunch of pockets.Idaho Power
became one ofIdaCorp'spockets.Other pockets included IdaCorp Energy,whichbuys and sells
power,IdaWest,which constructs power plants,IdaComm,which is into telecommunications,
IdaCorp Financial Services,which loans money,and several other little IdaPockets.By the year
2000,IdaCorp had become a master at puttingmoney into the Idaho Power and IdaCorp Energy
pockets.Idaho Power is the onlypocket regulatedby the Public Utility Commission,whose
responsibility should be to protect ratepayers from unreasonable rates.Idaho Power's
responsibility is to IdaCorp's profits and shareholders.
Prior to 1999,Idaho Power produced most ofits power from hydroelectric dams.Additional
power was produced by Idaho Power thermal plants and when this wasn't enough,they
purchased power from other power companies in the Northwest.Most months Idaho Power had
a surplus of power.Occasionally,usually in July,August,and December,Idaho Power had to
buy power to meet peak loads.It was a great system for Idaho Power customers.Sell power
when there was an excess,buy power when there was a deficit.It gave us some ofthe lowest
rates in the country.That all changed in 1999.In 2000,power was being traded on the open
market as a commodity.When Idaho Power needs to buy power,they buy it from IdaCorp
Energy.Decisions on buying power are made by something called the Risk Management
Committee at IdaCorp,which answered to IdaCorp's board of directors whose primarypurpose is
to make a profit for Idacorp and their shareholders.In December of 2000,the PUC approved anElectricSupplyandManagementServicesAgreementbetweenIdahoPowerandIdaCorpEnergy.Under this agreement IdaCorp Energy would buy and sell power for Idaho Power.Also in this
agreement,Idaho Power pays IdaCorp Energy $3,608,355.60 a year for its services.This
basically added a middleman and moved big bucks fromthe Idaho Power pocket into the IdaCorpEnergypocket.
In the Spring of2000,Idaho Power went to the Public Utilities Commission and asked for andreceivedanincreasefromratepayers..The result was the largest profit in the historyofIdaCorp.IdaCorp'sprofits increased from 91.3 million in 1999 to 139.9 million in 2000.Idaho Powerratepayerscontributed53%directly to IdaCorp's profits.IdaCorp Energy contributed 42%.
Remember,this was the first year of the recession.Companies everywherewere cuttingexpenses,laying off employees,some even declaring bankruptcy.Idaho Power gave theiremployeesa15%bonus.IdaCorp and Idaho Power's president and CEO,Jan Packwood,tookhome$1,324,750.00 in salary,bonuses and stock options.

In the Spring of2001,Idaho Power went back to the Public Utilities Commission and
screamed poverty.The drought,the high market cost of power,they even blamed Califomia.
The Public Utilities Commission cried along with Idaho Power and granted them the largest rate
increase in the history of the state.The result this time,IdaCorp made a net profit in 2001 of 125
million with 18%coming directly from Idaho Power ratepayers.The biggest contributor to
IdaCorps profits came from IdaCorp Energy which was,by now,the middleman buying and
selling power for Idaho Power and being paid 3.6 million a year from Idaho Power ratepayers for
their services.The recession continued.Other companies were still cutting expenses,laying off
employees,even more bankruptcies.Idaho Power gave their employees a 10%bonus.
In 2001,the PUC granted Idaho Power over 217 million dollars in rate increases.It gave
Idaho Power ratepayersthe highest rate in the Northwest.Higher rates than Seattle,Spokane,
and Portland.The results were devastating.Those afected the most were people on fixed
incomes and small businesses.The massive rate increase had to come from somewhere.Everyone
did what they could to cut power usage.Those poor people living day to day on income from
Social Security or minimum wage jobs had to take money from their grocery budgets,from
money normallyspent on their kids,some even borrowed from friends just to keep the power on.
Probably the most devastated were the older people on Social Security who,for the most part,
relied on electric space heat.Both older people and families with children lowered thermostats
and used money from their food budgets to the point of being a health problem.Another big
loser was the State of Idaho.When 217 million dollars got sucked out of the economy,this
money was no longer being spent in our stores and businesses.Millions of dollars in sales tax
receipts were lost.In small businesses,the money to pay the huge power cost increase came from
laying off employees.Again,the State of Idaho lost big time,from lost income taxes,lost sales
taxes,and increased unemployment.Raising electric rates sucked $217,000,000.00 out of
Idaho'seconomy and was certainly a major contributor to the recession in Idaho.This effect
trickled up and down the economic ladder,causing hardship at every level.
Now we're into 2002 and the futurefor ratepayers looks dim.Idaho Power has alreadygotten
approval for over $244 million in what theycall "power cost adjustments".This is a confusing
system whereby Idaho Power goes to the PUC during the year and says,"Here is a list of things
we spent money on."After listening to Idaho Power explain their need for more money,the
PUC,with very little fanfare,and practically no knowledge to ratepayers,approves the "power
cost adjustments".Then in April of each year,Idaho Power comes to the PUC and says here is
the rate increase we need to cover all ofthose "power cost adjustments"that were previously
approved by the PUC.At this time,ratepayers scream,the newspapers and TV stations do
stories,but there is nothing anyone can do because it was all approved earlier in the "power cost
adjustments".
Here's the really interesting part.The "power cost adjustments"that have been approved so
far,that will lead to a rate increase,or at best a continuation of our already high rates this April is
a strange assortment of costs that are only loosely related to what it really costs to bring us
power.Keep in mind that the drought is over,power costs from other sources are at the lowest
level in five years.So why are our power rates remaining at unbelievableand devastating levelsthroughAprilof2003?A big part ofthe problemis something the wizards at Idaho Power have
come up with called buybackprograms.Here's how it works.Idaho Power produces most of
its own power from hydroelectric and thermal plants.On occasion,power demand exceeds what
Idaho Power can produce.This happens on some days and sometimes during onlyparts of a day,

not all the time.Idaho Power came up with a program where they pay irrigators to not use power
over several months whether the power is needed or not.By November of2001,Idaho Power
had made $75 million in payments to more than 400 irrigators.Last year,in March of2001,the
PUC approved this "power cost adjustment";and the 575 million is going to be included in the
rate you pay later this year.
Here's an even better one.Also in March of2001,the PUC approved a "power cost
adjustment"to pay a company call Astaris for not using power.This one gets really complicated.
Astaris was Idaho Power's largest power user.It is located on the Fort Hall Indian Reservation
outside Pocatello.It used electricity to generate heat to melt rock to separate phosphorus which
was then used in things like laundry soap and fertilizer.Governor Kempthorne worked there,a
lifetime ago,before he got into politics.Astaris had a contract to buy power from Idaho Power.
This wasn't working due to the high power costs and an expensive problem with the
Environmental Protection Agency,so Astaris built a purified phosphoric acid plant just north of
Soda Springs that used a much more energy efficient method to separate phosphorus.In October
of2000,Astaris starting laying off employees.In February,2001,Astaris laid off another 21
employees and announced they were shutting down two of their four power hungryfumaces.
This should have been a godsend for Idaho Power who wouldn't have to supply so much cheap
power to Astaris.Idaho Power should have had this unused power for its customers during those
peak demand times.But there was a contract and lawyers involvedand it wasn't that simple.So,
in March,the big boys at IdaCorp got an idea.They would pay Astaris far more for the power
they were not using,than Astaris was paying Idaho Power for the power ifthey had used it.
Make sense?So that everyone came out with a profit except the ratepayers,Idaho Power went to
the PUC and asked for a "power cost adjustment"so that ratepayers would foot the bill.With
little fànfàre,no hearings,and practically no knowledge by ratepayers,in April,the PUC said
"Great!"and signed off on a two year contract that will cost ratepayers upward of $76 million.It
gets even better.In December the Astaris plant shut down completely,laying off 310 workers.
What happened to all that power?That power is out there somewhere?According to the poorly
written and PUC approved contracts,Astaris is paying Idaho Power for power theyare not using.But Idaho Power is paying Astaris even more for power they are not using.The ratepayers are
paying big bucks,not for power,but for wording in a contract.And it gets even deeper.As the
Astaris plant was shutting down puttinga glut of power back on the market,the Boeing Co.
announced that,for the first time in 88 years,they were no longer buying power from Puget
Sound Energy.As of July 1,2001,Puget's largest industrial customer started getting its powerfromIdaCorp,the Boise-based power marketing arm of Idaho Power.
Another "power cost adjustment"that's going to hit ratepayers in the pocketbook again thisAprilistheleasingof25temporarymobilegeneratorsfromMaythroughOctoberof2001.The
idea was that they could be used during those peak demand times,probably in August,instead ofbuyingpowerontheopenmarketandifpowerpricesonthemarketwerehighenough,Idaho
Power could sell the excess power and make a profit.Didn't work out.Problem was,only 17
units got installed at 2 sites,the neighbors complained about the odor and noise,and before theycouldberelocated,market prices dropped,a month after the generators were leased,making
them worthless.This bad decision didn't accomplish anything except become another excuse for
ratepayers to pay the big bucks to Idaho Power.
A perfect example ofIdaCorp moving millions from Idaho Power ratepayers into otherIdaCorppocketsistherecentlysignedcontractbetweenIdahoPowerandGarnetEnergy,a

pocket offdaWest which is another pocket ofIdaCorp.The PUC is currentlyconsidering yetanotherpowercostadjustmentfortheGarnetEnergycontractwhichwillshowupasanotherincreaseinratespayedbyIdahoPowercustomers.
Just when we thoughtthe wizards at IdaCorp had run out ofideas for rate increases theycameupwithacreativewaytokeepratesinthestratosphereformorethanjustthisnextyear.They'venowappliedtothePUCtosell$178 million in revenue bonds.What this means to ratepayers isthatinsteadofeatingamassiveincreaseinjustoneyear,the ratepayers would pay back the $178millionplusanadditional$7 million in costs for the bonds over the next 3 years.Idaho Powercustomerswouldpayateenybitlessinratesintheshortrun,but a whole lot more than necessary
over the next 3 years.
Why are our power rates so high?Why are our power rates not decreasing,while the marketpriceofpoweris?The reason is Idaho Power and IdaCorp's profits and a Public Utilities
Commission that can't see the forest for the trees.Idaho Power should be generating low costpowerfromitshydroelectricandthermalplantsanddoingtheirbesttobuypowerduringthosepeakdaysinJune,July,August and December.Selling the excess power during the other
months.Selling power on the market or selling it to IdaCorp Energy,whoever offers the most.Buyback programs (something for nothing)programs don't work.They only cost ratepayers.There are power generatingplants coming on line all over the place.The crisis is over.IdahoPowershouldbeinawonderfulpositiontoplanforthefuturewithlowcostpowerforitscustomers.Supplying power in Idaho is not that difficult.IdaCorp is a large corporation that isdoingeverythingitcantomakeaprofitforitsshareholders.There's nothing wrong with that,until they use the manipulation ofIdaho Power ratepayers through the PUC,during what shouldhavebeendifficulttimes,to make the biggest profits in their history.If,at times,there's not
enough power to go around let Idaho Power's customers know about it.We are very good,aswe've proven lately,at conserving energy when we need to.Or here's another idea.Why can'tIdahoPowermakeofferstoitslargestpoweruserstobuybackpowerforadayorpartofadayduringpeakdemand.Wisconsin Electric started this program in 2000 and it has worked great.Power users get a credit on their power bills,the power company gets the power it needs andratepayersdon't have to pay for an expensive,messy,poorly written 2 year contract.
The Public Utility Commission needs to follow the power and the ratepayers money as itjumpsfrompockettopocketinthemazethat's called IdaCorp.A large portion of the millionsgeneratedfromratepayersthroughpowercostadjustmentshasnothingtodowiththerealcost ofputtingpowerintoourhomesandbusinesses.Trace the millions of dollars as it weaves its wayfrompockettopockettoIdaCorp's bottom line profits.
IdaCorp has announced to their stockholders that theyare expecting another banner year in2002.More record profits thanks to the PUC?If the Idaho Public Utility Commission regulatedthepriceofgroceries;we couldn't afford to eat.

We wish to protest the latest rate schedule awarded Idaho Power.We bought an all
electric home 11 years ago.Our reason for this was ease of maintainence and the fact that
we could leave for a period of time and know that the heat was ok.At that time we were
getting a break if you had an all Electric home.Then they remove the break and we
accepted that.Know they are penalizingus for using above a bare minimum of
electricity.It took almost all of one Social Security check to pay Januarys
electricity.($321.83)
We had only used 5 kh more than the year before and there was an additional person in
the home.It cost $101.40 more in 2002 than 2001,that is $20.28 per kh for the Skh more
that we used last year.I realize that the high end will go down as the weather warms up,
but that still penalizes the older people that stay at home all day.
We are in the process of reinstalling clothes lines out side.We have always closed off
rooms not in use,turned out lights,washed full loads of clothes,and when turningon the
oven make multiple use ofit.We have started cooking in the crock pot again and making
multiple meals to reheat in the Microwave oven.When taking showers we shut off the
water when soaping up,
I am 69 years old and the wife is 67 ,at this rate it takes all most all of may wifës S.S.to
pay the power bill,leaveing under $800.to live on and pay all the other bill each mouth.
This rate increase has also affected our business.

We are writing in regards to the proposedrate structure for Idaho Power residential
customers for the upcomingyear.
Our household is among the highesttier of rate payers.While we understand thephilosophythatif"you use more,you pay more,"we also realize offpeakpower is
cheaperfor Idaho Power to purchase than power at peak use times.Therefore,we
suggest that Idaho Power adopt a time of use billing policy for residential customers.
We are more than willing to run high energy use appliances,such as the dishwasher or
washingmachine,during offpeak hours,but there is no incentive for us to do that at
this time.Shifting use to offpeak hours would benefit Idaho Power more than simply
charginghigh use custoiners more.
Furthermore,Idaho Power should consider a load managementprogram for
residential customers.When we lived in South Dakota,we participatedin a load
managementprogram for our water heater.While the savings were not largefor us
personally,the reduced overall peak demand helpedthe cooperativekeep our electrical
rates lower.
In conclusion,strictly paying a higher rate does not automaticallyresult in reduced
power usage.Our home is heated entirelywith electrical heat.Even turning down the
thermostat and beingdiligent about turning off electrical appliances not in use,we were
not able to generate significantpower savings.If Idaho Power were to provide
incentives through either a time of use billing policy or load managementprogram for
residential customers,we would be able to tweak our power use to generate additional
savingsfor both Idaho Power and our pocketbook.

recope loss that they caused do to management decisions.I do recognized that they are
regulated by the PUC,but they gave the state a lot of information about what was going to
happen to power rates.This decsion was very short lived,and IdaCorp profited from it at
the expense of rate payers.
When executives make these types of errors the stock holder should have to foot the losses
note the general purblic,in this case rate payers.
You the PUC are suppose to protect the rate payers from these types of error by related
companies.In my opinion you have not.You are once again only looking after the
executives of Idaho Power by allowing them to cover up their poor mangement decisions,and
not being helded accountable for.
AlsoI think there is a conflict of interest with Idaho Power,beign able to purchase and
sell their power only threw IdaCorp.IdaCorp takes advantage of this arangement at the
expense of rate payers.

Comment description:I built a duplex about 5 years ago.During the construction process
I consulted with several energy companies to assertain which would be the most economical.
During that process I was told by Idaho Power reps.that the more power I used the lower
the per kilowatt charge would be.On that information I chose to use Idaho power.Now I
realize that things have changed a great deal.However,If I under-stand Idaho power was
granted a 35%increase in its rates.My bill which came the first of January was 60%
higher than the year before.And I also reali2e that there are factors that could have
had a lot to do with that increasing but,I KNOW that it wouldn't have raised that much
under their proposed plan.This whole thing needs to have a very close look.I hope that
will be done because it is hard for people like me to pay that sort of bill.I live in
one side of my duplex and have payments on the mortgage and am a single person who has to
work to be able to eat and pay my other bills.This has put a hardship on me that should
not be since Idaho Power,I feel,has not made a REAL effort to maintain their contractual
word.
