PROPOSED CHANGES TO GENERAL SERVICE PROVISIONS AND
CERTAIN NON-RECURRING CHARGES
BACKGROUND
On April 22,2014,Intermountain Gas filed a Tariff Advice proposing to revise Sections
A and B of its General Service Provisions.In addition to describing the terms and conditions of
providing service to customers,Section A includes non-recurring charges that apply to customers
under specific circumstances.Staff and the Company have worked together to update,clarify
and streamline the tariff.
STAFF ANALYSIS
Most of Sections A and B of the Company’s General Service Provisions have not been
updated since the 1980s.It contains provisions reflecting practices that conflict with the
requirements of the Commission’s Utility Customer Relations Rules (UCRR 3 1.21.01)as well as
charges for services that have not been reviewed or updated for quite some time.
The Company has agreed to new terms and conditions for reconnection of service,
including restoration of sen’ice on evenings and weekends.Existing charges for reconnection
are S20 during business hours!S40 after hours.The Company is proposing modest price
incrcases for reconnections,with the resulting prices consistent with prices previously approved
by the Commission for other energy utilities.The Company is proposing a new tiered pricing
structure as follows:

Weekdays except holidays
$22 if satisfactory payment arrangements are made between 8 am.and 4:30 p.m.
$44 if satisfactory payment arrangements are made after 4:30 p.m.through 7:00 p.m.
If arrangements are made during hours other than above,reconnection shall be made
on the following calendar day.
Weekends and holidays
$50 if reconnection is completed on a weekend or holiday
In case of a medical emergency or disconnection in error.service will be restored the same day,
including weekends and holidays.
The Company is proposing to eLiminate the following charges for services no longer
routinely performed:
$76 for installation of an excess flow valve
$20 normal business hours/S30 after hours for diagnostic service and
pilot maintenance
The Company currently provides diagnostic service such as meter tests and leak checks on an as-
needed basis without charge to the customer.
The Company is also proposing to eliminate the provision of one free collection visit
($15 charge)to a customer’s premises within a 12 consecutive month period.
Based on information provided by the Company,Staff estimates that the net effect of
these changes will be less than $20,000 revenue increase annually.
STAFF RECOMMENDATION
Staff recommends approval of the proposed changes to Intermountain Gas’Tariff with an
effective date of May 26,2014.
