Comment description: We feel that the rate payers should not be charged more so Idaho
Power can recover the costs they sustained in 2001 due to the Buyback program theyrequested. They requested this program in 2001 to curb the energy costs because of theproj ects of low water in the Snake River and the enery market at that time. They
requested this program and therefore they have to take the consequences of that request.
All businesses have to take responsibility for what they decide. If any other type of
business makes a decision for a good reason and then loses money they do not get to charge
their customers or clients for it. They would probably lose customers clients and thennot have a business. They don t have the same luxury as Idaho Power. Idaho Power is our
only electric company. We should not just have to take this rate hike just because we
can t get electricty from another power company. We don t have the choice to leave and go
elsewhere for this type of service. We believe they should just absorb the cost.

Comment description: It appears that failing to restrain Idaho Power from asking for the
$ 7 4M to begin with, the PUC is now stuck, after more expenses in litigation, with allowingI. P. to charge the ratepayers the additional $12M. Obviously, I didn t believe in the
original buy-back formula. All I can say, is p-e do as much as you can in your
accounting to ensure the $12M is a legitimate figure! We ratepayers are stuck either way,
aren I t we?! Perhaps someday I. P. will give regular folks a break and charge the farmersmore!

sidestepping the PUC! Where there I s a will there I s a way. As far as collecting the money
you think you lost. Why? A bad investment is just that. Most business never get to recover
that. The PUC was generous. Lost revenue? It was lost anyway. Maybe you should just go to
those farmers with hat in hand and tell them the program wasn I t such a good idea and youIi ke your money back.

Comment description :~aho Power should not be allowed to try to recoup any of the moneythat they "lost" in the 2001 irrigation fiasco. At that time, Idaho Power was gambling
that they could sell it at the super escalated power rates that were hammering
California. It is not the fault of the irrigation users that before Idaho Power could start
selling it down in California, the lid blew off of things and electricity costs fell back
to near norm in California.
Irrigators are being asked technically to pick up Idaho Powers\' s gambling loses andfrankly, that stinks! Idaho Power constantly is dreaming up some pretext to hammer users
wi th increases of one type or another and the line needs to be drawn in the sand that this
has got to stop!
