HomeMy WebLinkAbout20020722Decision Memo.docDECISION MEMORANDUM TO: COMMISSIONER KJELLANDER COMMISSIONER SMITH COMMISSIONER HANSEN JEAN JEWELL RON LAW LOU ANN WESTERFIELD BILL EASTLAKE RANDY LOBB DAVE SCHUNKE TONYA CLARK BEV BARKER LYNN ANDERSON GENE FADNESS WORKING FILE FROM: DATE: JULY 22, 2002 RE: IDAHO POWER’S REVISION OF ITS ELECTRIC LOAD MANAGEMENT PROCEDURES FOR CURTAILMENT AND INTERRUPTION OF ELECTRICAL SERVICE (RULE J), CASE NO. IPC-E-01-20 On July 11, 2002, Idaho Power filed “housekeeping revisions” to its Rule J procedures. Rule J contains the Company’s load management procedures for the continuity, curtailment and interruption of electrical service. The Company’s updated revisions remove references to curtailing load previously assigned to Astaris in an extreme emergency. As the Commission is aware, Astaris’ former load of 120 MW has been reduced to Schedule 19 levels, i.e., 3-5 MW. Other revisions made by Idaho Power simply update references to other entities cited in Rule J. For example, references to the old Western Systems Coordinating Council (WSCC) have been changed to the Western Electricity Coordinating Council (WECC). STAFF RECOMMENDATION Given the nature of the Company’s revisions to Rule J, Staff recommends that the Commission accept the revisions to Rule J.
