Changes to the CONFIDENTIAL IDACORP Energy Risk Management Standards
Dear Ms.Jewell:
In Order No.29102 issued in Case No.IPC-E-01-16,the Commission directed
Idaho Power Company (“Idaho Power”)to submit the Idaho Power Board-approved Risk
Management Policy Manual and 2003-2004 Risk Guidelines to the Commission for final
review and approval.The Company,with input from the Customer Advisory Group and
the Idaho Public Utilities Commission Staff,has subsequently revised the IDACORP
Energy Risk Management Policy and Standards (“Standards”)and filed those
modifications with the Commission as required by Energy Risk Management Standard 4.2.
Accordingly,enclosed are an original and six (6)copies of the Standards,adopted
pursuant to the IDACORP Energy Risk Management Policy as approved by the Board of
Directors Audit Committee.In addition,Idaho Power has enclosed an original and six (6)
copies of a Counsel Certificate certifying that the Standards were approved on November
21,2013.
Because recent modifications to the Standards reflect current terminology and
officer titles throughout the Standards,Idaho Power has enclosed copies of the Standards
that track the changes in legislative format.Appendix F sets forth the Risk Guidelines for
the 2013-2015 PCA Years.A more robust discussion of responsibilities of the Power
Supply Operations Groups can also be found in Appendix H.
