In Order No. 29102 issued in this case on August 28, 2002, the
Commission directed Idaho Power to submit the Risk Management Policies Manual and
the 2003-2004 Risk Guidelines as approved by the Idaho Power Board of Directors to
the Commission for final review and approval , no later than October 1 , 2002. (Order
No. 29102, p. 10) This October 1 , 2002 date was based on the Company s commitment
to submit the Manual and Guidelines to the Idaho Power Board for its consideration
during the September Board meeting.
As planned , Idaho Power submitted the Risk Management Policies annual
and 2003-2004 Risk Guidelines reflecting the revisions approved by the Customer

Advisory Group to the Idaho Power Company Board of Directors for their review at the
September Board meeting. Unfortunately, time did not permit the Board to consider the
Manual and Guidelines during the meeting and the matter of its approval was tabled
until the November Board meeting. As a result , Idaho Power will be unable to file an
Idaho Power Company Board-approved Manual and the 2003-2004 Risk Guidelines
with the Commission by October 1 , 2002.
It is the Company s intention to seek Board approval of the Manual and
2003-2004 Risk Guidelines in the November Board meeting.
Assuming Board approval at the November meeting, the Company will file
the Board-approved Manual and the 2003-2004 Risk Guidelines with the Commission
immediately following the Board's November meeting. Idaho Power currently
anticipates that this filing will be made on or before December 1 2002.
During the interim, Idaho Power will operate its Risk Management
program in accordance with the Risk Management Manual and 2003-2004 Guidelines
approved by the Customer Advisory Group and submitted to the Idaho Power Board.
