Dear Ms. Jewell:

On April 16, 2001, the Staff filed its comments in the case(s) referenced above. Included in those comments was Attachment No. 19, which is a Report prepared by Tecknecon Energy Risk Advisors, LLC (TERA) for the Staff. The TERA Report was initially submitted under seal because the Staff believed that the Report “may contain information regarded by Idaho Power to be ‘trade secrets’ and thus exempt from public disclosure pursuant to Idaho Code § 9-340D.” Idaho Power was encouraged to complete its review of the TERA Report no later than Friday, April 20, 2001 at Noon so that the Report (except for trade secrets) could be made available to the public.

Except for a reference to a particular trading party, Idaho Power Company has agreed that the Report does not contain trade secrets or other confidential information that would compel that the Report be excluded from public disclosure. See attached Idaho Power letter dated April 20, 2001. Consequently, the Staff is formally filing a redacted TERA Report (Atch. No. 19) with the Commission and other parties. The redacted information is contained on pages 19-21 of the Report.
