On Janua 18,2001, Idao Power Company ("Idao Power") filed an Application with
the Idao Public Utilities Commssion ("Commssion") requesting that it issue an order which would
approve the Statement of Policy and Code of Conduct addressing transactions between Idao Power
and its affiliate IDACORP Energy Solutions LP ("IES"), Attachment "A" to Application; and
convene a prehearng conference to establish the procedure for consideration of whether other
Statements of Policy and Codes of Conduct covering transactions between Idaho Power, its utility
customers, and other subsidiares of Idaho Power's parent company, IDACORP, Inc. should be
adopted.
Idaho Power contends these two separate Statements of Policy and Codes of Conduct are
very different because ~th the latter sitution IDACORP subsidiares only provide non-power, non-
utilty products and services to Idaho Power unike tranactions which occur between Idaho Power
and IES. Because of ths difference Idao Power requests that the Commission bifucate this case
to separately consider the Statement of Policy and Code of Conduct relatig to the Idaho Power/IES
Agreement and the Statement of Policy and Code of Conduct to be applicable to such other afliates
engaged in non-utilty, non-power transactions with Idaho Power.
Staff agreed with the Company that these matters should be considered separately.
Therefore, Sta recommended that only the Statement of Policy and Code of Conduct relating to the
Idaho Power/IES Agreement should be considered in ths case, IPC-E-01-2, and the Statement of
Policy and Code of Conduct to be applicable to such other affiliates engaged in non-utility, non-
power transactions with Idaho Power should be assigned a new case number.

COMMISSION FINDING
Based upon the Application and Staff s recommendation this case will be split into two
separate proceedings. Under Case No. IPC-E-01-2, the Commission will consider the Statement of
Policy and Code of Conduct between Idao Power and IES. Under the new case number, IPC-E-Ol-
8, the Commission will consider the Code of Conduct to be applicable to such other IDACORP
affiliates who are engaged in non-utility, non-power transactions with Idaho Power.
ORDER
IT IS HEREBY ORDERED that the Commission wil consider the Statement of Policy
and Code of Conduct between Idaho Power and IES under Case No. IPC-E-01-2.
IT IS FURTHER ORDERED that the Commission will consider the Statement of Policy
and Code of Conduct to be applicable to such other IDACORP affiiates who are engaged in non-
utilty, non-power transactions with Idaho Power in Case No. IPC-E-01-8.
