RE:  Stand-by Power Proposal
Dear Randy,
As per our telephone conversation of September 12, 1997, please be advised that Commission Staff has reviewed Idaho Power’s September 3, 1997 letter response (attached) to Staff inquiry regarding Ida-West Energy Company’s proposal to offer stand-by electric power plant service to industrial customers and agrees with Idaho Power’s assessment.  It is the position of the Commission Staff that the stand-by service that Ida-West is proposing would be a non-regulated service and would not require a Certificate of Public Convenience and Necessity under Title 61 of the Idaho Code.
