The Rider is a regulatory liability account and as such, a negative balance indicates that the Rider has collected amounts in advance of funding energy efficiency programs. Alternatively, a positive balance indicates the Rider has funded energy efficiency programs in advance of collection. The Company intends to file an application to revise the Rider percentage by December 30, 2016, per direction received in Order No. 33583.
