The Rider is a regulatory liability account and as such, a negative balance indicates that the Rider has collected amounts in advance of funding energy efficiency programs. Alternatively, a positive balance indicates the Rider has funded energy efficiency programs in advance of collection. If you have any questions, please contact Pete Pengilly at 208-388-2281.
