Dear Ms. Salas:
Pursuant to the Commission s Final Rule issued in Docket No. RM04-14-000 on
Reporting Requirements for Changes in Status for Public Utilities with Market-Based Rate
Authority, Order No. 652, 110 FERC i 61 097 (2005) (hereinafter "Changes in Status Order" or
Order No. 652") and the Commission s March 3, 2005 Order Accepting Updated Market Power
Analysis Idaho Power Co.110 FERC i 61 219 (2005) (hereinafter "March 3 , 2005 Market
Power Analysis Order ), Idaho Power Company ("Idaho Power ) hereby submits this notice of
change in status.
This filing consists of the following documents:
1. This transmittal letter, which, as required by the Change in Status Order
describes the change in status and provides a narrati:ve explanation of whether (and if so, how)
this change in status reflects a departure from the characteristics relied upon by the Commission
in approving Idaho Power s market-based rate authority.
2. The affidavit of Rodney Frame of Analysis Group, which provides the applicable
market power studies showing how the reported change in status affects the analysis of Idaho
Power s market power. (Attachment A)

II.BACKGROUND AND DESCRIPTION OF CHANGE IN STATUS
On February 10, 2005, the Commission issued Order No. 652 establishing a reporting
obligation for changes in status that apply to public utilities authorized to make wholesale power
sales in interstate commerce at market-based rates. Order No. 652 specified that utilities should
report changes in status in a transmittal letter that describes the change in status and provides a
narrative explanation of whether (and if so, how) the change in status reflects a departure from
the characteristics relied upon by the Commission in originally granting the seller market-based
rate authority. Order No. 652, 110 FERC at P 93.
Idaho Power is an Idaho public utility corporation with its principal place of business in
Boise, Idaho. Idaho Power is authorized to do business in Idaho, Oregon, and Nevada. Idaho
Power provides bundled retail electric service to 400 000 customers in a franchised electric
service territory of 20 000 square miles , and is subject to the jurisdiction of the Idaho Public
Utilities Commission ("IPUC") and the Oregon Public Utilities Commission ("OPUC"). It also
provides wholesale requirements and coordination services.

Idaho Power originally field an application for authorization to sell electric energy and
capacity at market-based rates on January 31 , 1997 in Docket No. ER97-1481. The Commission
approved this application on March 27, 1997. Idaho Power Co.78 FERC 1(61 343 (1997).
Idaho Power filed an updated market power analysis on November 13 2000. The Commission
accepted this update filing in a letter order dated December 12, 2000. On October 9,2003 Idaho
Power filed an updated market power analysis. The Commission did not rule on this filing.

On May 13, 2004, the Commission issued an Order Implementing New Generation
Market Power Analysis and Mitigation Procedures. Acadia Power Partners, LLC et ai.107
FERC 1(61 168 (2004) (hereinafter "MBR Implementation Order ). The order directed utilities
with pending and future three-year market-based rate reviews as well as pending and future
initial applications for MBR authority to apply the Commission s newly adoptedl market power
screens-the Market Share Screen ("MSS") and Pivotal Supplier Screen ("PSS"in these MBR
reviews and applications.
In accordance with the schedule in Appendix A of the MBR Implementation Order, Idaho
Power submitted its revised MBR review on September 27, 2004. Revised Market-Based Rate
Tariff Three-Year Update Filing of Idaho Power Co., submitted in Docket No. ER97 -1481-004
(hereinafter "Sept. 27 Market Power Study
).
Idaho Power filed supplements on September 28
2004 and October 8, 2004 ("Sept. 28 and Oct. 8 Supplements
).
On January 19 , 2005 , Idaho
Power filed a response to the Division Director s Dec. 20, 2004 letter requesting additional
information regarding Idaho Power s revised generation market power screen analysis.
Response of Idaho Power Co. to the Division Director s Dec. 20, 2004 Letter, submitted in
Docket No. ER97-1481-007 (hereinafter "Jan. 19 Response
).
Idaho Power supplemented this
response on February 17, 2005 ("Feb. 17 Supplemental Response ). The Commission accepted
Idaho Power s updated market power analysis in its March 3, 2005 Market Power Analysis
Order. This order also directed Idaho Power to timely report changes in status and to incorporate
the change in status reporting requirements of Order No. 652 into its market-based rate tariff
within 30 days. Idaho Power submitted a compliance filing that incorporated the change in
status requirement into its MBR tariff on March 29, 2005. The Commission has not yet acted on
this compliance filing.
As required by Order No. 652 and the March 3 , 2005 Market Power Analysis Order, 110
FERC at P 15 , Idaho Power reports that it recently added a new generation facility to its system.
The newly constructed Bennett Mountain power plant is located within the Idaho Power control
area, near Mountain Home, Idaho. The plant entered commercial operation on April 1 , 2005.
The facility is a natural-gas-fired plant that will primarily serve as a peaking resource. The

generator nameplate rating of Bennett Mountain is 172.8 MW. The net maximum dependable
capacity is 164 MW.
III.EXPLANA TION OF THE EFFECT OF THE CHANGE IN STATUS
The Change in Status Order requires Idaho Power to explain whether (and if so, how) the
addition of the Bennett Mountain generation facility reflects a departure from the characteristics
the Commission relied on when it authorized Idaho Power to make sales at market-based rates.
The Change in Status Order states that "the 'characteristics ' refer to the Commission s four-part
(market power) test and our analysis thereof." Order No. 652, 110 FERC at P 26. After taking
account of the Bennett Mountain facility, Idaho Power still passes all four parts of the
Commission s market power test.
Transmission Market Power, Ability to Erect Barriers to Entry, and
Potential for Affiliate Abuse
The Commission s four-part test evaluates a seller s generation market power
transmission market power, ability to erect barriers to entry to block competition, and potential to
engage in affiliate abuse. The addition of the Bennett Mountain generation facility will not
affect Idaho Power s transmission market power, its ability to erect barriers to entry, or its
potential for affiliate abuse. As a result, this change in status will not reflect a departure from the
characteristics relied upon by the Commission in assessing these portions of its market power
anal ysis.
Idaho Power demonstrated in the Jan. 19 Response that it satisfies the standards for these
three prongs of the Commission s market analysis. Idaho Power stated that: i) its Open Access
Transmission Tariff (OA TT) mitigates any transmission market power; ii) it lacks resources to
erect entry barriers for new competitors; and iii) the filing of the Commission s standard code of
conduct resolves affiliate abuse concerns. See Jan. 19 Response at 14; See also Supplemental
Affidavit of Rodney Frame at PP 13-, attached as Exhibit 1 to the Jan. 19 Response. The
Commission s March 3, 2005 Market Power Analysis Order found that Idaho Power complied
with the Commission s transmission market power standard, cannot erect barriers to entry, and
satisfied the Commission s concerns with regard to affiliate abuse. 110 FERC at PP 11-13. The
reasons Idaho Power satisfied these three prongs of the market power analysis will not change
because of the addition of Bennett Mountain: Idaho Power s OA TT remains on file; the facility
will not create barriers to entry; and Idaho Power will continue to operate under the standard
code of conduct.

Generation Market Power
The addition of the Bennett Mountain facility s capacity will affect an analysis of Idaho
Power s generation market power. The Change in Status Order did not require change in status
filings to automatically include an updated market analysis, but stated that an MBR seller may
provide such an analysis if it chooses. Order No. 652, 110 FERC at P 95. In order to explain the
effect of this change in status on its generation market power, Idaho Power updated the
generation market power study it performed to support its recent three-year MBR review. This
updated study demonstrates that Idaho Power, after adding Bennett Mountain, still passes both of
the Commission s market power screens in all relevant control areas.
In its update of the generation market power study, Idaho Power performed the MSS and
PSS screens for the Idaho Power control area and for each of its six first-tier adjacent control
areas. The six first-tier adjacent control areas are A vista, Bonneville Power Administration
BPA"), NorthWestern-Montana, PacifiCorp-East, PacifiCorp-West, and Sierra Pacific
The Affidavit of Rodney Frame explains that this updated study used the same data
sources and analytical techniques as the studies performed for three-year MBR review. For
example, Mr. Frame once again used 2700 MW as the Simultaneous Import Limit ("SIL") into
the Idaho Power control area for the summer peak and summer off-peak periods and 2750 MW
as the SIL for the winter, spring, and fall seasons.3 Idaho Power s determination of these figures
and other data sources are explained in the Sept. 27 Market Power Study, as modified and
clarified in the Sept. 28 and Oct. 8 Supplements, the Jan. 19 Response , and the Feb. 17
Supplemental Response.
As in the Jan. 19 Response, Idaho Power performed the MSS and PSS screens under two
different assumptions regarding the capacity of thermal generating units. Mr. Frame made
separate complete sets of calculations for each assumption. First, he used the generating units
net maximum dependable capacity ("Net MDC"), which, as explained in the Jan. 19 Response

properly measures the capacity of thermal generation resources. The results using the Net MDC
are shown in Attachments 1-15 to Mr. Frame s Affidavit. In his second set of calculations, Mr.
Frame used nameplate values, as directed by the Division Director s Dec. 20, 2004 letter. The
results under the nameplate assumptions are shown in Attachments 16-30. In determining
nameplate values, Mr. Frame continued to use the lower of a plant's generator or turbine
nameplate rating. His calculations also reflect the Commission s order in Consumers Energy
Co.109 FERC i 61 279 (2004).
Other than the addition of Bennett Mountain to the data, the main change in the update of
the market power study is that Mr. Frame used 2004 data for Idaho Power where available. Mr.
Frame did not use 2004 information for suppliers other than Idaho Power because much of this
2004 data for other suppliers was not available.
Attachments 1 and 16 summarize the results of Mr. Frame s analysis under each of the
possible treatments of thermal generating capacity. In both cases, Idaho Power passes the PSS in
all seven of the different control areas. Idaho Power passes the PSS easily because its
uncommitted capacity as determined under the Commission s PSS methodology is very low in
all cases.
Idaho Power also passes the MSS in all control areas in all seasons regardless of the
assumption regarding thermal generating capacity. A clear majority of the results do not even
show Idaho Power s share of uncommitted capacity above ten percent. The closest any of the
results come to twenty percent is Idaho Power s share of uncommitted capacity in the Idaho
Power control area during the spring season using nameplate capacities for thermal generators.
Even in this instance, Idaho Power s share is only 18.6 percent. Even though Bennett Mountain
did affect Idaho Power s uncommitted capacity in these circumstances, the amount was small
relative to the nearly two-thousand MWs of non-applicants' uncommitted capacity. Mr. Frame
provides further details of the market power study in his affidavit, the attachments thereto, and in
his workpapers.

ADDITIONAL AFFIDAVIT OF RODNEY FRAME
1. I am a Managing Principal with Analysis Group, Inc. (Analysis Group), a
consulting firm that provides microeconomic, strategy and financial analyses. On
September 27, 2004, I submitted an affidavit to the Commission in this
proceeding (September Affidavit) applying the Commission s pivotal supplier and
wholesale market share screens to Idaho Power Company (Idaho Power) and its
affiliates. Attachment 1 to the September Affidavit is a copy of my resume
summarizing my background and qualifications. . On January 19, 2005 , in this
same proceeding, I also submitted a supplemental affidavit to the Commission
(January Affidavit) making two changes from the September Affidavit. One
these changes involved using nameplate capacity values for thermal generators
instead of the net maximum dependable capacity values that were used in
September Affidavit. The other change involved the determination of native load
levels for the wholesale market share screen. In my September Affidavit, I
included weekends and NERC holidays in determining the lowest daily peak each
season, while in the January Affidavit I excluded weekends and NERC holidays
from this process. I also provided additional analysis, in response to a request
from the Commission s staff, that reduced the amount of simultaneous import
capability into the Idaho Power control area not only by the amount used to bring
in Idaho Power s interests in remote generating stations, as was done in the
September and January Affidavits, but also by the amount of short-term firm
reservations held by Idaho Power. This additional analysis was provided to the
Commission on February 17, 2005. On March 3 , 2005 , the Commission issued an
order accepting Idaho Power s market screen analysis (110 FERC 1(61 219).
2. On April 1 2005, Idaho Power s new 173 MW (nameplate capacity) natural gas-
fired Bennett Mountain peaking generation facility entered commercial operation.
Because Bennett Mountain was not operational during the historical study year
used, my prior affidavits in this proceeding did not include it as an Idaho Power
resource. My current affidavit provides a revised market screen analysis to reflect
the addition of Bennett Mountain to the Idaho Power bucket.
3. The data sources and analytical techniques used for the current affidavit are
identical to those described in my prior affidavits in this proceeding, with the
principal exception that Bennett Mountain has been added as a generation
resource owned by Idaho Power. Also, because 2003 represented the latest year
for which the full array of the necessary data were available, the prior affidavits
used it as the study year. The current affidavit updates certain information about
Idaho Power (e., pertaining to loads, transmission losses from remote owned
generating resources, actual hydroelectric generation, planned outages of thermal
generators and short-term firm transmission reservations) to reflect a 2004 study
year. However, because much of the data to do so (e., concerning hourly loads
and planned outages) were not available, I did not update to 2004 the information
for suppliers other than Idaho Power. Paragraph 118 of the Commission s July 8
2004 Order on Rehearing in AEP Power Marketing, Inc., et al.108 FERC
026, allows the use of data from different time periods under appropriate
circumstances.
4. As in my January Affidavit, I have presented the updated results incorporating
Bennett Mountain under two different assumptions about how thermal generation
amounts should be determined, one using net maximum dependable capacity
values and the other using nameplate values.Attachment 1 to this affidavit
summarizes the results when net maximum dependable capacity values are used.
1 The two methods differ only in the determination of the capacity values for thermal generators.
Hydroelectric generators are valued based upon actual output levels achieved during the past five years.
These actual output levels are not dependant upon whether the capacity value is determined from nameplate
or net maximum dependable capacity ratings.
As indicated there, Idaho Power passes the pivotal supplier screen for the Idaho
Power control area and for each of the six control areas directly interconnected
with the Idaho Power control area.2 As also indicated in Attachment 1 , Idaho
Power passes the wholesale market share screen in the Idaho Power control area
and in each of the six directly interconnected control areas, with market shares for
each season in each market that are less than 20 percent.Attachments 2-
provide the detailed pivotal supplier and wholesale market share screen results for
each control area to support the Attachment (net maximum dependable
capaci ty) summary.
5. Attachment 16 to this affidavit summarizes the results when nameplate values are
used to determine the capacities of thermal generators. As indicated there, just as
is true for Attachment 1 when net maximum dependable capacity values are used
Idaho Power passes the pivotal supplier screen for the Idaho Power control area
and for each of the six directly interconnected control areas when nameplate
capacity values are used instead. As also indicated in Attachment 16 Idaho
Power passes the wholesale market share screen in the Idaho Power control area
and in each of the six directly interconnected control areas when nameplate
capacity values are used. Idaho Power s market shares for each season in each
market are always less than 20 percent. Attachments 17-30 provide the detailed
pivotal supplier and wholesale market share screen results for each control area to
support the Attachment 16 (nameplate capacity) summary.
6. The raw data used for the computations provided herein, including the
information required by Appendix G of the Commission s Order in AEP Power

Updated Market Power Analysis Idaho Power Co.110 FERC i 61 219 (2005) and the
Commission s Order on Reporting Requirements for Changes in Status for Public Utilities with
Market-Based Rate Authority, Order No. 652, 110 FERC i 61 097 (2005).
Idaho Power Company states that copies of the filing were served on parties on the
