COMES NOW Idaho Power Company ("Idaho Power" or "Company ), and in accordance with Idaho Public Utilities Commission ("PUC" or "Commission ) Order No. 22299, hereby requests that the Commission issue its order accepting and acknowledging the Company s 2004 Integrated Resource Plan ("IRP"). In support of this request, Idaho Power states as follows: Idaho Power is an electric utility subject to regulation by the Commission. Box 70 Boise, Idaho 83707 Telephone: (208) 388-2682 Facsimile: (208) 388-6936 E-mail: bkline CW idahopower.com As required by IPUC Order No. 22299 and OPUC Order No. 89- 507, the Company prepares and files a biennial Integrated Resource Plan with both the IPUC and the OPUC. The complete 2004 IRP consists of five (5) separate documents: (1) 2004 Integrated Resource Plan; (2) Economic Forecast for the 2004 Integrated Resource Plan; (3) Sales and Load Forecast for the 2004 Integrated Resource Plan; (4) Demand-Side Management Annual Report for the 2004 Integrated Resource Plan; and (5) Technical Appendix for the 2004 Integrated Resource Plan. A copy of the complete 2004 RP is enclosed as Attachment In the Company s last IRP filing, the 2002 IRP, this Commission and the OPUC provided direction and suggested changes to Idaho Power for future IRPs. In response to the two Commission s directions, Idaho Power has revised its process for developing the 2004 IRP. The Company believes that the changes have APPLICATION, Page 2 enhanced the planning process and have resulted in a more thorough and comprehensive Integrated Resource Plan. Described below are some of the changes the Company has made to its planning process for the 2004 IRP. (1 )The Company was directed to include the public in the IRP planning process "in a more meaningful way." To satisfy this directive, the Company created the Integrated Resource Plan Advisory Council (IRPAC). The IRPAC consisted of representatives from Micron Technology, J.R. Simplot Company, INEEL, Heinz Frozen Foods (Ontario, Oregon), AARP, Idaho Retailers Association , the Idaho Irrigation Pumpers Association, the Amalgamated Sugar Company (Idaho and Oregon), the Idaho Department of Water Resources, the Idaho Governor s Office, and the Idaho State Legislature. The environmental community was actively represented by the Natural Resources Defense Council and the Advocates for the West. From time to time , persons advocating increased use of various generation technologies and demand side management (DSM) programs also participated. The Company solicited and received presentations from anaerobic digestion generation project developers geothermal generation project developers, wind generation project developers and DSM advocates. (2)The IRPAC also had representatives from both the IPUC and the OPUC Staffs. Through its involvement in the planning process , the IPUC Staff made several valuable comments and suggestions for the 2004 IRP. In response to those comments, Idaho Power has made several material revisions to the 2004 I RP. The Company appreciates the PUC Staff involvement and comments and believes the APPLICATION, Page 3 additions and clarifications resulting from IPUC Staff comments have resulted in a better 2004 Integrated Resource Plan. (3)The I RP AC met with Company representatives nearly once a month for almost a year. IRPAC meetings usually lasted for an entire day. Often during the planning process, the IRPAC would make suggestions of potential changes for the Company to consider when evaluating resources for inclusion in its final resource portfolio. The final resource portfolio developed through this process and presented by this Application is the result of this collaborative effort. (4)The IRPAC was also involved in helping the Company evaluate additional ways to involve the general public in the RP process. As a result of their suggestions , the Company established a link on its website which contained all of the information presented at each of the IRPAC meetings and an e-mail address where interested parties could submit their comments. In addition, the Company made "live presentations of the draft IRP throughout its Idaho and Oregon service territory, with public meetings in Pocatello, Twin Falls , Boise and Ontario, Oregon. Another Commission-suggested change for the 2004 RP planning process was that the RP place a greater emphasis on conservation and demand reduction options. The final resource portfolio presented by this Application contains nearly equal amounts of renewable generation and traditional generation as well as demand response and energy efficiency programs. The selected portfolio will increase the Company s power supply by approximately 800 aMW and increase the capacity of the system by almost 940 MW over the planning horizon. Of this increase, 124 MW are achieved through Demand Side Management (DSM). APPLICATION, Page 4 Idaho Commission Order No. 29189 stated that "it must be reasonable to expect that the IRP is an actual planning document of the Company, that it accurately represents the Company s best estimate of future changes in loads resources and contract obligations and is indicative of how the Company intends to meet its statutory obligations to serve native load." While the Company s resource planning process is dynamic, the 2004 I RP presented by this Application is the Company s best current estimate of future loads and sets forth how the Company intends to serve the electrical requirements of its native load customers over the next ten years. While the proposed resource portfolio represents current resource acquisition targets , it is important to understand that the actual resource portfolio may differ from the outlined quantities and types depending on many factors, including the response Idaho Power receives from various Requests for Proposals that it intends to issue to acquire new renewable and DSM resources. The 2004 IRP includes a near- term action plan , stating specific actions to be taken by Idaho Power Company prior to the next IRP in 2006. Request for Acceptance Idaho Power respectfully requests that the Commission issue its Order accepting and acknowledging the Company s 2004 RP and finding that the 2004 IRP meets both the procedural and substantive requirements of Order No. 22299.
