The Snake River Allance opposes Idaho Power's request for the following reasons: 1) Idaho Power has not made a showing of emergency that would justify this expedited stay. 2) The current schedule on this docket is adequate to address their concerns. 3) The Idaho PUC cannot unilaterally excuse Idaho Power's obligations under PURPA.
