The Snake River Allance, as a party to the above-specified docket, offers this
response to Idaho Power's request, fied on March 12, 2012 to temporarily stay their
obligation under Sections 201 and 210 ofPURPA to enter into fixed-price PURPA
contracts with Qualifyng Facilties.
The Snake River Allance opposes Idaho Power's request for the following reasons:
1) Idaho Power has not made a showing of emergency that would justify this
expedited stay.
2) The current schedule on this docket is adequate to address their concerns.
3) The Idaho PUC cannot unilaterally excuse Idaho Power's obligations under
PURPA.
