Dear Ms. Jewell:
In Order No. 32697, the Idaho Public Utilities Commission ("Commission") directed the
parties to the above-referenced proceeding to participate in workshops "to begin to form a
structure for fair and reasonable contracting procedures and rules." Order No. 32697 at 48. The
Commission further stated that it expected the parties to submit a proposal for approval of such
terms. 1d
Workshops on contracting procedures for qualifying facilities ("QFs") were held on
September 17,2013 and November 14, 2013. Avista participated in those workshops. Draft
proposed contracting procedures prepared by the utilities (including Avista) and certain QFs
were discussed at those workshops.
The workshops were helpful and there was significant progress made in developing
contracting procedures during the workshops. It is Avista's view that there was general
consensus on many items to be included in any contracting procedures that may be developed.
However, while the work that has been done is very helpful, each utility will likely need to
complete its own utility-specific contracting procedures.

Avista appreciates the participation of the parties and appreciates Staff s leadership in
facilitating the workshops. Avista intends to develop a complete set of contracting procedures
that it will use when negotiating and entering into contracts with QFs. To the extent such
contracting procedures are to be filed with the Commission, Avista proposes to file such
contracting procedures in a new utility-specific docket.
