GNR-E-ll-OI PETION TO INTERVENE COMES NOW The Idao Conservtion league ("ICL") with the followig petition to intervene in the above captioned matter puruat to the Idaho PUC Rules of Procedure, IDAPA 31.01.01.071-073. As discused below, ICL has diect and substantial interests in these proceedigs and wi not unduly broaden the issues. 1. Idao Conservtion leagu clais a diect and substantial interest in this proceeding arsing from the potential impact to the more tha 8,000 of our members served by Idao's investor owned utilties. Our members are individuay residential customers of al three IOU's whie some also fal into other cusomer classes as smal business owners or irgators. As Idao's largest and oldest state-based conservation orgization, we have established a long-term interest in promoting responsible and effective renewable energ policy in Idao. ICL brigs a unique and valuable perspective to this proceedig becaus we represent every day Idaoans distinct from the utilties and project developers who are presently paries to the ca. 3. ICL's intervention wi not unduly broaden the issues in this proceedig. In fact, ICL's intervention can help to narow or focus the isues. In this phase of this proceedig the Commission: "solicits information and investigation of a published rate avoided cost rate eligibilty structure that: (1) alows for smal wid and solar QFs to avai themselves of published rates for projects producing 10 aMW or less; and (2) prevents lare QFs from disaggegating in order to obtai a published avoided cost rate that exceeds a utilties avoided cost." Order 32195 at 3. In the previous phase of this proceedig, ICL, along with the Renewable Northwest Project, submitted a dicussion drt of a rue that attempted to establih thi structure. By grting ICL's intervention in this phase of the proceedig, the Commission wi foster continued work with al paries to refine this proposal. ICL PETITION TO INTERVENE 2 March 3, 2011 4. ICL intends to fuly paricipate in this matter as a pary, and if necess, may introduce evidence, be heard in arguent and cal, examine and cross-examine witneses as may be relevant in this matter. The nature and quaity of ICL's intervention in the proceeding is dependat upon the nature and effect of other evidence in this proceedig.
