COMMENTS
In this case th Renewable Energy Coalition ("Coalitilt) reprsents th interests
of existing small base-oad hydroelecc projecs locted in central and eastem Idaho.
The primary if not the exclusive issue raised by petitioners in this dot is whthr wind
power projecs' eligibility for standard avoide-cst prices should be reduce from 10
MW to 100 kW; although other taental isss su as MAG, stadard contacs, and
interconnecion have occsionally been mentioned, those issues should not be allowe
to divert attention from the core issue of wind- projs' eligibilit. As other
commenters have already noted, there is no need to expand the issues to encompass
non-wind projecs; indee, ther have ben no spfic studies, argmets, ponts, or
evidence that would support a reducton of the eligibility cap for non-wind projecs.
Reducing the eligibilit cap for small hydroelecic qualifng faclities (ItQFs")
would seriously jeopardize the viability of the industry, particularly as existing contracts

expire and new contracts are negotiated and entered into. For these reasons the
Coalition respully susts that the sc of this docket be limited only to the
problems identified by the Petitioners, viz., whether a reduction in the eligibility cap for
wind pros only be addres and resolved.
