YOU ARE HEREBY NOTIFIED that on April 1,1993,Idaho Power
Company filed an application asking the Idaho Public Utilities Commission to
adopt the May 1992 Regional Curtailment Plan for Electric Energy as a guideline
for the adoption of a state-wide Curtailment Plan for regional power deficiencies
that would apply to all electric utilities as defined by Idaho Code §61-531.
YOU ARE FURTHER NOTIFIED that this Commission's authority
to review curtailment plans extends to all investor-owned,cooperative,and muni-
cipal electric utilities providing retail service in the State of Idaho.See Idaho
Code §§61-531 through 61-537.
YOU ARE FURTHER NOTIFIED that this application has now initi-
ated a proceeding in which the Commission will consider whether to adopt the
May 1992 Regional Curtailment Plan for Electric Energy as a guideline that
would apply to investor-owned,cooperative,and municipal electric utilities.
Accordingly,by operation of this notice all investor-owned,cooperative,and muni-
cipal electric utilities are parties to this proceedingwithout the requirement of a
petition to intervene.Every investor-owned,cooperative,and municipal electric
utility will be bound by any decision the Commission reaches in this proceeding.
YOU ARE FURTHER NOTIFIED that any investor-owned,coopera-
tive,or municipal electric utility,or association of electric utilities,wishing to
have a certain person designated to receive all orders and notices in this
proceeding may inform the Commission Secretary by letter what person or per-
sons the utility or association wishes to designateto receive correspondence from
the Commission.If no such person is designated,all orders and notices of the
Commission will be sent to the general business offices of the investor-owned,
cooperativeor municipal electric utility.

YOU ARE FURTHER NOTIFIED that any other person wishing to
intervene in this proceedingmay do so by filing a petition to intervene with the
Commission Secretary on or before Wednesday,June 30,1993.The Commission
Secretary will then prepare a mailing list for this proceedingshowing the names
of all persons designated by electric utilities to receive correspondence in this
proceedingand the representatives of any intervenors.
YOU ARE FURTHER NOTIFIED that a combination prehearing
conference and hearing will be held beginning at 11:00 a.m.on Tuesday,July 13,
1993,in the Burley City Council Chamhers,1401 Overland,Burley,Idaho,at
which time and place you may be heard.The purpose of this prehearing
conference is to schedule further proceedingsand to determine proceduresto be
employed in this proceeding (with emphasis upon providing information about
proceduresto cooperativeand municipal utilities).The purpose of this hearing is
for introduction of evidence from any cooperativeor municipal utility that wishes
to introduce evidence in this matter at that time.No cooperative or municipal
utility wishing to introduce evidence at this hearing is required to file a copy of
its witnesses'testimony before the hearing,but the witnesses'direct testimony
must be reduced to writing and be distributed to parties at the hearing.All
parties will have further opportunity to present their views through formal
statements of position or testimony.
All hearings and prehearing conferences will be held in facilities
meeting the accessibility requirements of the Americans with Disabilities Act.
Persons needing the help of a sign language interpreter or other assistance of the
kind required to be provided under the Americans with Disabilities Act to
participate in or to understand the testimony and argument at a public hearing
may ask the Commission to provide a sign language interpreter or other
assistance at the hearing.The request must be received at least five working
days before the hearing by contacting the Commission Secretaryat:

under the authority of Idaho Code §§61-531 through 537.
YOU ARE FURTHER NOTIFIED that all proceedings will be
conducted according to the Conunission's Rules of Practice and Procedure,
currently codified at IDAPA 31.A,and to be recodified effective July 1,1993,at
IDAPA 31.01.01000 et seq.
