GNR.E-93.2 APPLICATION The May 1992 Regional Curtailment Plan for Electric Energy (the Plan) was developed by a task force consisting of representatives from the appropriate regulatory agencies within the northwest states of Washington, Oregon, ldaho, and Montana, the Northwest's Electric Utilities, Federal Agencies, and the Direct Service lndustries. A complete copy of the Plan is attached to this Application. As stated on page 3 of the Plan, it was the desire of the task force that the Plan serve as a guideline for individual state plans: ) ) ) ) X APPLICATION - 1 The Plan as a Guldellne for lndMdual State Plane This Plan seryes as a guideline for the four individual StatEs to use in developing their own curtailment plans. Each State will afford affected utilities and ultimate @nsumers an opportunity to comment on the proposed State plan before its adoption. As a result of such public involvement as well as differing statutory authorities and State policies, the individual State plans may differ to some extent; nonetheless, they will all reflect a @mmon goal; to reduce electric energy consumption during a protrac'ted electric energy shortage while protecting critical loads and minimizing economic disruption throughout the region. The ldaho Public Utilities Commission under 561-532 ldaho Code is given the authority after notice and hearing to consider the adoption of the Regional Plan. WHEREFORE, it is respectfully requested that the Commission use the May, 1992 Regional Curtailment Plan for Elec'tric Energy as a guideline in the adoption of a state-wide curtailment plan for regional power deficiencies whictr would be applicable to all electric utilities (as defined by 561-531 ldaho Code).
