SUBJECT:IDAHO POWER'S REQUEST TO CHANGE NATURAL GAS
FORECAST USED IN STAFF'S ANNUAL UPDATE TO PUBLISHED
AVOIDED COST RATES, CASE NO. GNR.E.I7.Oz - WITHDRAWAL OF
APPLICATION
This case was initiated after Idaho Power objected to Staff s 2017 update to published
avoided cost rates under the Public Utility Regulatory Policies Act (PURPA). Idaho Power
asserted Staff should have used EIA's Henry Hub (rather than Mountain Region) forecast in its
calculations. The Commission approved Staff s proposal, but accepted Idaho Power's objection
as a generic application to consider Idaho Power's proposed change. Order Nos. 33773 ,33778.
The Commission granted petitions to intervene by Avista, IdaHydro, Renewable Energy
Coalition (REC), Simplot, and Tamarack Energy Pannership (TEP). Order Nos. 33788,33794,
33802,33807, 33809.
On August 2, 2017, the Commission issued Notice that the case would be processed by
Modified Procedure. Order No. 33831. On August 4,2017, Simplot, REC, TEP, and IdaHydro
asked the Commission to vacate the Notice of Modified Procedure and schedule a technical
hearing. The Commission granted the request on August 22, 2017, and directed the parties to
confer about a hearing schedule. Order No. 33848. On August23,2017,Idaho Power filed a
Notice of Withdrawal, served on all parties, which noted that the parties were contacted and none
opposed. See Notice.
"A party desiring to withdraw a pleading must file a notice of withdrawal of the pleading
with the Commission and serve all parties with it. Unless otherwise ordered by the Commission,
the notice is effective fourteen (14) days after filing." IDAPA 31.01.01.068. Idaho Power's
Withdrawal took effect September 6. Consequently, the case should now be closed.
