COMES NOW the Idaho Public Utilities Commission Staff ("Staff'), by and through
its attomey of record, D. Neil Price, Deputy Attorney General, and do hereby present the
agreement of Staff, Rocky Mountain Power, and Monsanto Company (hereinafter "the Parties")
pursuant to a directive in Case No. PAC-E-14-01, Rocky Mountain Power's ("RMP" or
"Company") annual filing of its Energy Cost Adjustment Mechanism ("ECAM").
In its final Order in PAC-E-14-01, the Commission ordered that "the parties convene
a workshop in a separate docket to resolve issues associated with the Wholesale Line Loss
Adjustment ("WLA") and submit an agreement to the Commission for approval." Order No.
33008 at 15.
On June 17, 2014, a workshop was convened for all interested RMP customers to
discuss and resolve issues associated with the Wholesale Line Loss Adjustment to the
Company's annual ECAM filing. Representatives from RMP, Monsanto Company
("Monsanto"), and Staff attended the workshop. The purpose of the workshop was to allow

interestsd parties to discuss the aforementioned adjusEnent and work collaboratively towards
developing and submitting an agreement to the Commission.
STIPULATED AGREEMENT
The terms and conditions of this Stipulated Agreement ("Stipulation') are set forth
herein. The Parties agee that this Stipulation represents a fair, just and reasonable compromise
of the issues presented in this docket and that this Stipulation is in the public interest. The
Parties recommend that the Commission approve this Stipulation and all of its rcrms and
conditions found below:
l. The Parties agree that the total WLA adjustrnent presented by Staff in
Case No. PAC-E-14-01 shall be reduoed by 50o/o. Accordingly,
Monsanto's $63,000 and Agrium's $4,500 share cf the adjusfincnt shall be
added to their respective ECAM deferral balances. As a result, the tariff
customer group's ECAM doferral balanoe shall be decreased by an equal
arnount of $67,500.
2. The ECAM defenal balances for each customer group shall be adjusted
accordingly as part of the Company's July 2014 month end close. No
changc will be made to the current electric serrrice Schedule 94 rates.
3. This adjustnent shall be narrrowly consfued so as to apply only to the
specific circumstsrcos of this case (PAC-E-l4-01) and shall not be applied
to future ECAM filings submitted by the Company to the Commission.
4. The rights, duties, and obligations of the Parties under the aforementioned
Stipulation are subject to the Commission's approval of all the terms and
conditions of the Stipulation.
