I'm especially upset about Idaho Power using natural gas to produce power when I'm not even sure its going to be used in the area. We have enough hydro power generating capability and if we need more power to supply new residents, then they can foot the bill! Falling Star Street Business Phone: (208) 559-6900 Name of Utility Company: Idaho Power Have you contacted the utility regarding your concern?: yes Please describe your question or complaint briefly: I am a consultant in the agricultural and bioenergy industry who is in the process of working with Idaho dairies to develop comprehensive nutrient-energy management plans including anaerobic digesters as a form of base load renewable energy. I have recently inquired with Idaho Power employees Scott Gates, Randy Allphin and Michael Darrington about net metering and the PURFA? program. Scott Gates was coy and evasive in answering my questions and eventually implied that there is no differential for net metering programs. However, I have since learned that there is a ceiling ok 100 kw for net metering and the PURFA program currently pays about $0.05/kw for 5 year contracts. However, Wayne of the PUC informed me today that legally Idaho Power is required to provide 20 year contracts. The deliberate deception by Idaho Power is deplorable and illegal. I have been communicating with Randy Aliphin and Mike Darringtom for a week now and Mike informed me it will be the end of next week before he can get a preliminary quote to me for the PURFA program. The recent commission of the Langley natural gas base load 300 MB power generation facility appears to be the reason that Idaho Power does not want to purchase renewable energy such as the dairy industry that can provide 137 MW of base load power. There is a Federal Law that requires power utilities to purchase renewable energy at fair and reasonable prices. In fact, the recent increase in electricity rates was approved based largely on the construction of the Langley base load power generation station. With natural gas prices at record low prices in the $2-3/decatherm resulting from excess reserves of natural gas due to oil drilling, Idaho Power appears to be more interested in 1 profiting off low natural gas pricing rather than complying with Federal Law which requires them to purchase renewable energy. I am formally requesting that in light of the recent hearing before the PUC, that Idaho Power's request for reducing PURFA contracts from 20 years to 5 years be denied. Furthermore, I am formally requesting that all Idaho Power employees who are mis-representing current PUC policy be reprimanded immediately. I am further requestign that the ceiling for net-metering be eliminated. Dairies that have an opportunity to provide renewable energy to the grid should not be punished for doing so. Idaho Power should be penalized for construction of the Langley natural gas Power Generation station and subsequently discouraging the purchase of renewable base load energy. It doesn't take a rocket scientist to understand what Idaho Power is doing in direct violation of Federal Law. The petition to reduce PURFA contract length to 5 years, and then begin quoting 5 year contracts before the PUC has approved the request, particularly when a recent hearing was conducted before the PUC concerning the same subject is a blatant attempt toigonore PUC policy.
