The people paying inflated costs for wind, solar and small hydro electric projects are definitely the losers., If people want to provide those kinds of energy that's great, but not at the expense of a regulation making it mandatory that they receive inflated prices. Capitalism suggests that the market will determine the cost of such products not individual commissions, boards or committees. The PUC is also choosing winners and losers by mandating that some companies and industries providing power be paid at a lower rate and others at an inflated rate. We, as consumers, cannot afford to pay those inflated prices. We want reliable energy at a cost effective rate and we don't want to be the losers in this equation. It is very important that our country diversifies our energy sources. We must continue to support the solar and wind industries as they develop. Let's not pretend that private businesses paid for the dams that Idaho Power operates, the federal government provided the capitol for those projects! I also am opposed to the propoganda that Idaho Power is sending to their customers each month in our power bills, campaigning against solar and wind power. Why are they allowed to send out such biased information? How can such hight cost units stand idle and still be considered a effective means of power generation? I do not support artifiical rates that support worthless and expensive power generation.Idaho power sould not be required to pay more for energy than what it would cost them to generate their own power. I've lived here for about a year, coming from California where the utility rates are sky high. However, paying for something that we consumers don't receive is at least nonproductive. We should buy green energy when it is available, at a set price. A price that is fair to the consumer & to the producer. When there is no green energy being produced, we should not have to pay for that non use. It is important that the PUC continue to provide energy for our economy at an affordable price. While I suspect that our state has no real choice in following PURPA the Idaho should do everything that it can do to protect Idaho citizens for such reckless legislation. Wind generation is NOT beneficial to the general populace. It cannot supply base load, very costly turbine plants have to be in 'rolling standby' and continually adjust their output to adjust for changes in the wind. The magnitude of environmental damage from wind energy has been is continuing to be understated to the American public. The problems with trying to use wind energy are not going to be solved by technological advances. The very idea of using large scale wind generation for commercial power generation is fundamentally unsound. I respectfully request that you do whatever the state can do to reduce the burden on Idaho Power and thus its consumers.
