EGPNA has been operating eight hydroelectric facilities in Idaho for well over 20 years, providing clean, renewable and cost effective energy for the state's rate payers. EGPNA has also invested significant time and capital to keep these facilities running at high efficiencies and up to industry standards. In large part, this has been possible because of the original power purchase agreements for the sites, which were negotiated in good faith, with reasonable terms and rates. Such reasonable and fair Power Purchase Agreements are critical to the continuation of privately owned energy infrastructure and generation in Idaho. With the current proposed changes to the avoided cost calculation, there is significant concern that many small hydro facilities within Idaho will no longer be economically viable once their current contracts expire. If these changes take effect, it will be nearly impossible for companies to obtain financing for new development and/or site improvements. Lastly, there are a significant number of technical jobs that could be lost due to this decision and it would be very disappointing to lose these facilities and those associated jobs especially in today's economic climate. In closing, EGPNA is hopeful for a fair application of the avoided cost pricing structure such that it allows for continued operation of our important hydro assets that exist within the State of Idaho. There are no 'avoided costs' for wind and solar energy supplies, because Idaho Power has to have generators ready to come online when the wind fails or the sun does not shine. And we ratepayers have to fund the profits for the alternative energy providers. I believe the wind energy providers are violating the spirit of PURPA by deliberately structuring their projects to make them appear small, when it is one financial interest that owns all of them. Their profits are coming directly from the ratepayers, and we are not getting any benefit from their 'green power' - unless you consider giant, ugly windmills in rural areas to be a benefit. I also request that the PUC assign the RECs (renewable energy credits) to Idaho Power for the benefit of the ratepayers, since we have to pay for the windmills and solar plants that are the source of the RECs. The 'alternative eneregy' providers are basically getting rich off the ratepayers in Idaho, and it is time for the PUC to put a stop to this. Thank you. Is!
