My comments are in regard to the scam that Green Energy producers are playing on the rate
payers of Idaho and all the IPC0. service area. It just goes to show how inept and
irresponsible the Congress can be when it comes to issues of enterprise. In the beginning
the PURPA program may have had some benefits for the small producers, but, when huge
developers with mega dollars to develop large wind farms came on the scene and begin gaming
the law by breaking down huge developments in order to receive the maximum replacement cost
rates it just shows how unforeseen consequences can jump up and bite one in the wallet. It
would be beneficial to the rate payer if we could pay a fair rate instead of something that
is a benefit to the Producers of energy that is many cases is a surplus and not needed.
Especially wind power that needs to have a reliable source of backup power for every KWH
produced when the wind does not blow and the power is needed. Maybe a backcharge to the wind
producer when they can't deliver during demand when other energy, Gas, outside suppliers are
required to meet the demand.
I think a more equitable rate should be established and take the rate payers off the hook.

Recent action by the Commissioners allowing Idaho Power more flexibility in setting rates
for renewable energy is a step in the right direction. However there are other issues I would
like to point out. Guaranteed contracts for 20 years with escalator clauses is simply too
generous. I would recomend no more than 5 year contracts without guaranteed escalator clases.
New contracts would be based on conditions at that time. Also I can see no reason developers
should receive any of the 'green tags' or revenue from them-- they should go back to the
power company for the benifit of the ratepayer. Purchasing power when you don't need it is
simply bad buisness and ratepayers now take all of the risk--some of the risk needs to be
shifted to the developer
