Dear Commissioners:
As a small power producer here in the Preston area I have been reliably supplying power
to the grid for 24 years. I was distressed upon learning of the move by the major utilties in our
area to reduce the eligibilty for power sales for small hydro power.
Please don't allow this to occur. Please maintain the current method of determining
avoided costs, as well as the current eligibilty for Qualifying Facilties.
