Dear Commission:
This letter is in an effort to address the problems of marrying wind power to hydro and bio-mass. Wind power has to
problem of being inter mitten and the power companies are getting buried with this type of power. Wind power developers
have the advantage of not having to acquire FERC licensing which is a huge when competing with hydro power.
I have been working on my FERC licensing for approximate six years and to tune of over
$100,000 dollars plus the time involved. Hydro power is quite constant in its production capabilty. If we have to negotiate
a contract directly with Idaho Power Co. we can not match them in negotiations; therefore we need the protection of
PURPA. In closing if you do not feel that you have a market for your power at the end of the long and costly FERC
process you wil never start.

Please keep the PURPA at 1e MW. We are trying to put together a solar power facility next to
Idaho Power's Midpoint substation in Jerome. It has been almost impossible to find investors
to help us at the existing PURPA rates on a 1eMW Scale. Anything smaller would be impossible.
We feel solar matches perfectly with Idaho Power's peak demand times in the summer. When we
started this project over a year ago, we met with Idaho Power and they thought the
same, however technology at this time and the rates don't make the project viable.
