Yes If the answer is yes, please provide a basis and describe in broad, general terms how the methodology should be augmented or modified. Avoided costs rates should match the type of generation. Base load generation or purchased power is less expensive than peak load generation or purchased power. I would suggest that a combined cycle gas plant (base load) be used for wind and small hydro (and a single cycle gas plant (peaker) be used for solar. Wind and small hydro are base load resources. Solar is a peak load resource. It generates the peak time of day and also the peak time of year.
