We own and partner in 5 hydro plants and sell power to Idaho Power Co. as QF' s.
We would like to see the current surrogate avoided resource model continue as is for hydro 's.
Tax Credits and qualifications for REC sale is not by any means a sure thing for hydro.
Qualifications are site specific and whatever benefit that is derived should stay with the
producer not the buyer.
Many of the original contracts we signed are due to complete in the next 19 years and we
would like the SAR model to continue as is for Hydro. Thank you for the opporuni ty to
