Dear Commissioners,
Our names are Gary Seifert and Kurt Myers, program manager and staff engineer respectively,
for the INl Biofuels and Renewable Energy Technologies Department. We have been involved in
the workshops to resolve the capital cost portion of the avoided cost calculations. A filing
was made recently in regards to the results from these workshops, case number GNR-E-08-0i.
We are interested in seeing the avoided cost recalculated again as quickly as possible to
allow developers to move forward with their proj ects.
Since we work for the INl, we are not allowed to sign on to the settlement stipulation
wi thout many legal reviews going back to DOE Headquarters. Needless to say our approval to
sign would be quickly overtaken by bureaucratic red tape and we do not want to be the long
pole in the tent for this process. However, as we participated in much of the recent
workshop process, we are in support of the proposed filing on the updates to the SAR capital
costs.
We agree with the language that leaves this open for future adj ustments to the various costs,
if better information and cost updates become available. We also agree with the section
discussing avoided cost updates when new gas forecasts become available, and that both the
fuel and non-fuel components of the avoided cost calculation should be adjusted at the same
time this year when the gas forecast is updated.
