SUBJECT: ROCKY MOUNTAIN POWER’S APPLICATION: (1) TO CANCEL
IRRIGATION LOAD CONTROL TARIFFS 72 AND 72a, AND (2) ENTER A
NEW DSM CONTRACT, CASE NO. PAC-E-12-14
On December 7, 2012, PacifiCorp dba Rocky Mountain Power (the “Company”) applied to
the Commission for an Order: (1) authorizing it to cancel Electric Service Schedule 72, Irrigation Load
Control Credit Rider, and Electric Service Schedule 72A, Dispatchable Irrigation Load Control Credit
Rider; and (2) approving a new demand-side management (DSM) contract with third party aggregator,
EnerNoc, Inc., for delivery of the irrigation load control program. Although the Company initially
asked for a February 1, 2013 effective date, it subsequently agreed that the proposed effective date
should be suspended.
On December 28, 2012, the Commission issued a Notice of Application that set a January
11, 2013 intervention deadline, and directed the parties to participate in an informal prehearing
conference. The Commission also suspended the proposed effective date until August 3, 2013. See
Order No. 32703. The Idaho Conservation League, Monsanto Company, and the Idaho Irrigation
Pumpers Association, Inc. intervened, and all parties conferred and agreed that the case may be
processed using Modified Procedure with a March 1, 2013 comment deadline.
COMMISSION DECISION
Does the Commission wish to issue a Notice of Modified Procedure that sets a March 1,
2013 comment deadline?
