I do believe a state law is needed to regulate net metering so everyone is on the same page. The reasons to support this are what the states around us are doing such as NV , UT, WY, MT, WA, and CA. A state law makes it easier for utilities, business, and people to plan for the future. Please see www. dsireusa. org for more information. I believe the PUC should promote more renewables in the fuel source mix. See Colorado for ideas. CO2 is becoming a big concern among everyone these days. For example, the City of Boise will have to reduce their CO2 to 7% of 1990 levels over the next several years. Many other cities in the state are also looking at adopting these goals. I believe Idaho is in a perfect place to take advantage of zero CO2 power production using hydro, solar, wind, biomass, and geothermal. We don t have any oil, gas, coal, or uranium in Idaho. Let's 'BuyIdaho' and create Idaho jobs by having the PUC mandate all future power needs be met by Idaho renewable power! See www. energyatlas. org for details on what Idaho has to offer. Smart metering is another item that requires a state law with all utili ties participating. It is also the item that the utili ties have a long way to go on. I believe smart metering will reduce demand during the peak hours because people seem to react to what hits their pocket books more than anything else. It also more closely reflects the true cost of power at any given time. In closing I am not opposed to the PUC granting higher rates to cover the costs of the new federal ratemaking standards. The power rates in Idaho are currently so low conservation is barely cost effective and we all know in the future prices can only go up as demand continues to grow.
