I believe Idaho needs a net-metering law for the entire state. I believe it should look like the states around us.
, CA, MT, and WA carry NEG (net excess generation) credits forward for 12 months at the retail rate and the
remaining is granted to the utility. NV carries over the credits forever. WY carries forward for 12 months and the
remainder the utiliy purchases at the avoid cost.
