SUBJECT: RENEWAL OF CONTRACTS FOR USF AND ITSAP ADMINISTRATOR
In 2009, the Commission renewed contracts with Alyson Anderson to act as
administrator for both the Idaho Universal Service Fund (USF) and Idaho Telecommunications
Service Assistance Program (ITSPA) fund. Idaho Code § 62-610(5) authorizes the Commission
to provide for the administration and distribution of the USF, and pursuant to this authority the
Commission executed the contract for administration of the USF. Similarly, Idaho Code § 56-
904(2) authorizes the Commission to contract with a neutral third party to collect the ITSAP
surcharge, distribute assistance revenues and perform other tasks as assigned by the Commission.
The administrator of the USF and ITSAP funds has performed admirably under the contracts
signed by the Commission in 2009, and those contracts have expired. The administrator is
willing to continue administration of the USF and ITSAP funds under the same terms for an
additional three-year period. Staff recommends the Commission renew the contracts with the
administrator to continue administration for the Idaho USF and the Idaho Telecommunications
Service Assistance Program on the same terms and conditions for an additional three-year
period.
In addition to the USF and ITSAP funds, Ms. Anderson is the administrator for funds
paid to the Commission through the Quality Performance Assurance Plan (QPAP). Ms.
Anderson recently informed the Commission that it is necessary to open new accounts at a
different bank for each of the program funds because the bank that has held the funds no longer
accepts accounts for state agencies. Staff recommends the Commission authorize Ms. Anderson

to transfer the USF, ITSAP and QPAP funds to new accounts with U.S. Bank in Boise, Idaho,
and to authorize the administrator to disburse funds from the QPAP account as directed by the
Commission.
COMMISSION DECISION
Should the Commission renew the contracts with the administrator for the Idaho
Universal Service Fund and the Idaho Telecommunication Service Assistance Program on the
same terms and conditions for an additional three-year period, and issue a Minute Order to
authorize the administrator to disburse funds from the QPAP account as directed by the
Commission?
