Dear Commission,
Northern Lights Inc. routinely issues energy deposit refunds to our customers.
On occasion, we are unable to locate the recipient and in turn must issue
these funds to the State of Idaho as unclaimed propert. The State of Idaho
would .allow us to give these funds to a financial assistance program, such as
the Low Income Home Energy Assistance Program (UHEAP), if the Idaho
Public Utilties Commission would certify that we are participating in such a
program. The intent of this letter is to formally ask the Commission to do so.
Currently, we have $3500 that needs to be given to a financial assistance
program or turned over to the state as unclaimed property. Our goal is to
give those funds to Community Action Partnership (CAP), the local
administrator for UHEAP, who in turn could designate those funds to Northern
Light's members who are in need of financial assistance. The program
guidelines would follow the standard guidelines for the UHEAP program.
