The fee is requested to become effective January 1, 2024 and will increase annual revenues by approximately $39,000. Electric customers in the City of Grangeville will see the following notice on their bills for one billing cycle beginning January 1st: The City of Grangeville has imposed a new electric franchise fee of 1% effective January 1, 2024 per Ordinance No. 972. The Company requests that the Commission approve the proposed tariff changes included in this filing to be effective January 1, 2024. Enclosed is a copy of the pertinent city ordinance, as well as a "Notice of Tariff Change" which will be posted in the Company's Idaho offices and on the Company’s website coincident with the date of this filing. In order to reimburse the Company for such taxes or charges, amounts equivalent to such taxes or charges where now imposed, or which may hereafter be imposed, will be billed by the Company to its Customers as set forth below. APPLICABLE: To all charges for electric service rendered pursuant to tariff 28 within the jurisdiction imposing a tax or charge, as provided in Rule 3 of the Rules and Regulations included in this tariff. No. 2002-17 June 1, 2002 1% franchise fee ORANGEVILLE CITY ORDINANCE NO.972 AN ORDINANCE OF THE CITY OF ORANGEVILLE,IDAHO COUNTY, IDAHO ASSESSING A FRANCHISE FEE OF ONE PERCENT (1%)ON THE FRANCHISE GRANTED TO AVISTA CORPORATION UNDER GRANGEVILLE CITY ORDINANCE NO.738;AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS,The City Coimcil after considering statutoiy requirements and the need to charge a franchise fee to Avista Corporation as consideration for the franchise granted to Avista Coiporation until August of 2026 under Orangeville City Ordinance No.738;and, WHEREAS,The City of Orangeville having reserved to itself in Section 4 of Orangeville City Ordinance No.738 as a term of the franchise,the right at any time during the existence of the franchise to impose a franchise fee for the licensing privilege therein granted;and. WHEREAS,The City of Orangeville having duly fixed the time and place for hearing on said fi-anchise fee and due and timely notice of said hearing on such franchise fee was given pursuant to statute and hearing on said franchise fee having been held as prescribed by law concluded that it is in the best interest of the City of Orangeville to charge a one percent (1%)franchise fee to Avista Corporation;and, NOW,THEREFORE,BE IT ORDAINED by the Mayor and City Council ofthe City of ORANOEVILLE,Idaho,as follows: Section 1: Coiporation.Cross revenue shall be defined as the amount of money billed by Avista Corporation for electricity it sells,transmits or distributes within the corporate limits of the City of Orangeville to customers,less uncollectible amounts. A franchise fee of 1%of gross revenue will be assessed against Avista Section 2:This Ordinance shall take effect and be in force the first of the month following its passage,approval and publication. This ordinance passed under a suspension of the rule requiring three (3)Section 3: readings on separate days at a regular meeting of the City Council held on the 16‘'’day of October,2023.
