Chinden Blvd. Bldg. 8, Ste. 201-A Boise, Idaho 83714 RE: Case No. AVU-E-23-16 – Reply Comments of Avista Dear Commission Secretary: Avista Corporation, dba Avista Utilities (Avista or the Company), hereby provides these Reply Comments in accordance with Commission Order No. 36053, Notice of Modified Procedure, which established a reply comment deadline for the Company of March 6, 2024. These Reply Comments address the comments of Commission Staff (Staff) dated February 21, 2024. Avista appreciates the thorough review conducted by Staff and understands Staff’s recommendation to deny the Company’s application to implement the proposed Direct Current Fast Charger (DCFC) tariff Schedule 23, particularly as it relates to the need for a cost-of-service analysis for determining a cost-based rate design for DCFC. However, based on customer feedback, the Company continues to recognize that there is a need for such a DCFC tariff at this time. The intention of the Company’s filing was to take a small step forward in supporting transportation electrification in Idaho, which if approved, only a small number of customers are likely to take service under the newly proposed schedule. Without some support for DCFC in the form of the Company’s filing, it is the Company’s view (and that of others in filed comments) that Idaho will lag in electric vehicle adoption. That said, should the Commission choose not to approve the Company’s application, Avista would agree with Staff that, if it chooses to pursue a tariff for Direct Current Fast Charging down the road, it would do so in a general rate case.
